Government Affairs Update
 
At the October 6th California Transportation Permit Advisory Committee (CTPAC) meeting at the Port of Long Beach, there was a request by the industry to look into updating Chapter 2 of the Caltrans Transportation Permit Manual (TPM). Chapter 2 of the TPM addresses definitions of types of permits, products that require a permit and the equipment used to transport those products. The Chapter is 27 pages and has not been updated since 1991. During the CTPAC meeting, CTA member Reeve Trucking brought up the issue that some definitions aren’t reflective of some of the products that require a permit and suggested it be updated. During the discussion it was recommended a Chapter 2 Work Group be created to review the Chapter and propose updates that can be implemented into the Chapter.
 
The first work group meeting, Chaired by Matt Klenske, CTA member, Dalton Trucking, occurred on November 3rd. Members of the work group include CTA members Reeve Trucking, Marco Transport, Southern California Contractors Association, California Trucking Association and Caltrans. During the meeting Caltrans stated it is already in the process of updating the Chapter and will send over the draft revisions for the Work Group to review. The California Air Resources Board (CARB) is hosting a workgroup meeting to discuss the emissions inventory associated with the proposed Advanced Clean Fleets (ACF) regulation. The workgroup meeting will be on Wednesday, November 17 from 9:00 AM – 11:00 AM via Zoom.
 
The ACF regulation will apply to drayage trucks, and high priority fleets that meet any of the following criteria:
 
• Is an entity with $50 million or more in gross annual revenue in the prior year;
• Is a fleet owner with 50 or more vehicles (defined as GVWR greater than 8,500lbs);
• Is a fleet owner whose fleet in combination with other fleets operated under common ownership and control totals 50 or more vehicles; or
• Is a broker or other fleet owner that in combination with other fleets owns, operates, or dispatches vehicles under common ownership and control that totals 50 or more vehicles
 
ATA and CTA submitted comments outlining various concerns including zero-emission vehicle adoption and the feasibility of the proposed regulation rulemaking. We highly encourage our members to attend the workgroup meeting
 
Group Asks for Personal Conveyance Limits
PrePass®
The Commercial Vehicle Safety Alliance has petitioned FMCSA for a second time to more clearly define the term “personal conveyance” in hours of service regulations. It is asking the agency to add a maximum distance or time limit to the rules.
