Government Affairs Update
 
The California Air Resources Board’s Advanced Clean Trucks regulation requires certain entities to report information regarding their California facility locations, and how they and their contractors move freight and perform other services. Additionally the regulation requires large fleet owners to report certain information regarding heavy-duty vehicles (vehicles with a gross vehicle weight rating over 8500 lbs) to CARB by April 1, 2021.
 
CARB submitted the Advanced Clean Trucks regulation to the Office of Administrative Law (OAL) for review and approval on January 29, 2021, and OAL approved the regulation on March 15, 2021. In light of the relatively short time period between OAL’s approval of the regulation and the April 1, 2021 deadline to report the above mentioned information, CARB is providing affected entities the compliance flexibility to report applicable information through the CARB Large Entity Reporting portal (https://ssl.arb.ca.gov/ler/LER_Upload.php) by May 1, 2021.
CTA along with representatives from the DMV’s Registration Operations Division will be hosting an online DMV Motor Carrier Registration Summit. Due to COVID restrictions the Summit will be web based using an online platform. Topics for the Summit include: Motor Carrier Permits, IRP, PFR, PYR and a brief demonstration on some of the commercial related transactions that are offered through the DMV’s Virtual Field Office. DMV Director Steve Gordon and Registration Operations Division Deputy Director Bernard Soriano are scheduled to make opening remarks. | Register
On March 29 the SFMTA in partnership with the SFPD will stepped-up enforcement of car-free Market Street, which restricts private vehicles from diving on Market Street eastbound from 10th Street to Main Street or westbound from Steuart Street to Van Ness Avenue.
 
In January 2020 the SFMTA implemented car-free Market Street project to improve transit and safety along the corridor. Market Street is the busiest multimodal corridor in San Francisco, and one of our highest injury corridors. Our enforcement efforts are vital to advance the city’s Vision Zero road safety goals and ensure greater Muni efficiency as routes gradually return to service.
 
All vehicles are still allowed to cross Market Street, and the following vehicles are allowed to use Market Street:
·     Muni and other transit service vehicles
·     Taxis
·     Paratransit
·     Licensed commercial vehicles
·     Emergency service vehicles
·     Bicycles
·     Scooters
