Government Affairs Update
 
The Centers for Disease Control and Prevention (CDC) has provided its first set of public health recommendations for fully vaccinated people. The CDC states that fully vaccinated people can:
  • Visit with other fully vaccinated people indoors without wearing masks or physical distancing;
  • Visit with unvaccinated people from a single household who are at low risk for severe COVID-19 disease indoors without wearing masks or physical distancing; and
  • Refrain from quarantine and testing following a known exposure if asymptomatic.
Vaccinated people should continue to:
  • Take precautions in public like wearing a well-fitted mask and physical distancing;
  • Wear masks and adhere to other prevention measures when visiting with unvaccinated people who are at increased risk for severe COVID-19 disease; and
  • Avoid medium and large-sized in-person gatherings, among other things.
The FMCSA-sponsored Tech-Celerate Now Program will host an online webinar on March 24, 2021 (Noon-1 pm ET) to highlight new research findings related to the adoption of active safety technologies as part of the ongoing Tech-Celerate initiative. The EDD has two options for you to market job openings. The EDD’s CalJOBS system provides employers and job seekers the ability to connect and America’s Job Center of California (AJCC) offers a range of employment and training services in partnership with state and local agencies and organizations.
 
Most unemployment insurance customers are required to register for CalJOBS and post a résumé. CalJOBS allow employers to:
 
•      Post job openings.
•      Browse résumés.
•      Organize your candidate search.
•      Expand your search to find good candidates.

The America's Job Center of California (AJCC) offers a variety of services that bring employers with job openings and qualified job seekers together at no cost. Jobs can be shared with a local AJCC where EDD staff provide employment services to the public. Due to COVID, these services are by appointment only and staff may not be physically present at each AJCC location.

Southern California Gas Company Natural Gas Vehicles Program addresses the growing interest by SoCalGas customers in alternative transportation technologies by promoting the use of compressed natural gas (CNG) as an alternative vehicle fuel. CNG is one of the cleanest, least polluting fossil fuels. Use of natural gas vehicles can have a positive impact on air quality and greenhouse gases. California law requires every hour worked to be paid at minimum wage or above.  A number of California federal district courts and California Courts of Appeal held that a corollary to this law was that employers cannot meet minimum wage requirements by dividing an employee’s total compensation by his or her total hours, i.e., the minimum wage cannot be met by “averaging.”  
 
For piece-rate compensation in the trucking industry, this has meant that every task must be paid separately such that, regardless of how much a driver earned by driving in a particular hour, any non-driving tasks performed in that same hour had to be paid separately or the carrier would risk being hit with a class action for violating California’s minimum-wage laws.
