The 5th Wheel
Government Affairs Update

CTA will be closed December 24, 25 and January 1 - Happy Holidays!
Look for the next issue of the 5th Wheel in 2021!
FMCSA announced it has extended the waiver for expiring CDLs, CLPs and medical certificates for interstate drivers. The waiver, which was set to expire December 31, has been extended until February 28, 2021. Please note, this extension is for interstate drivers. The comparable waiver for California intrastate drivers expires December 31, 2020. CTA has reached out to the DMV about extending the waiver for intrastate drivers and we will notify members as soon as we learn more. CDL holders are encouraged to use the DMV's virtual office to complete eligible transactions.
The California Department of Motor Vehicles is temporarily suspending behind-the-wheel driving tests for at least two weeks beginning December 14. The DMV is taking this step for the health and safety of customers and employees during the current statewide surge in COVID-19 cases.

The temporary suspension includes commercial and noncommercial tests. Customers with scheduled appointments in the next two weeks will be notified their tests are canceled. The DMV will automatically reschedule the tests at a later date.

The DMV continues to recommend that customers use its online services, expanded virtual services and other service channels to complete transactions including eligible driver’s license and vehicle registration renewals. | DMV News Release
The Caltrans Transportation Permits office will have minimal staffing each day for the rest of the year. It’s anticipated they will be falling behind on single trip permits faxed or mailed in and on annual permits. Caltrans is exploring options so they can continue to process Annual Permits during the office shutdown. It should be noted that all Annual Permit applications that were submitted prior to December 8 have been processed.
The CTA Pusher Truck Program is a "one of a kind" program that helps commercial vehicles make it through Donner Pass in snowy weather conditions, at no cost to the companies assisted. Voluntary donations and the tireless efforts of CTA members, the California Highway Patrol and Caltrans have kept this program alive. Without the pusher trucks, restrictions may be imposed against commercial vehicle travel during snowstorms.

The Cal/OSHA Standards Board unanimously adopted the COVID-19 Prevention Emergency Rule requiring, among other things, employers to immediately implement and maintain a written COVID-19 Prevention Program, provide employees with PPE, and offer COVID-19 testing at no cost to all employees (during working hours) who had potential COVID-19 exposure in the workplace. You may consider using CTA’s COVID-19 Workplace Safety Guide & Training Manual as a compliance option for the requirement to implement a written COVID-19 Prevention Program; CTA and PCS Safety updated the program to ensure compliance with this component of the regulations. You can purchase a copy of the Guide here.
