Government Affairs Update
 
The Cal/OSHA Standards Board unanimously adopted the COVID-19 Prevention Emergency Rule requiring, among other things, employers to immediately implement and maintain a written COVID-19 Prevention Program, provide employees with PPE, and offer COVID-19 testing at no cost to all employees (during working hours) who had potential COVID-19 exposure in the workplace. You may consider using CTA’s COVID-19 Workplace Safety Guide & Training Manual as a compliance option for the requirement to implement a written COVID-19 Prevention Program; CTA and PCS Safety updated the program to ensure compliance with this component of the regulations. The California Department of Motor Vehicles is temporarily suspending behind-the-wheel driving tests for at least two weeks beginning December 14. The DMV is taking this step for the health and safety of customers and employees during the current statewide surge in COVID-19 cases. The temporary suspension includes commercial and noncommercial tests. Customers with scheduled appointments in the next two weeks will be notified their tests are canceled. The DMV will automatically reschedule the tests at a later date. | More | DMV Online Services
The federal government, through Operation Warp Speed, has been working since the pandemic started to make one or more COVID-19 vaccines available as soon as possible. Although CDC does not have a role in developing COVID-19 vaccines, CDC has been working closely with health departments and partners to develop vaccination plans for when a vaccine is available. CDC is working with partners at all levels, including healthcare associations, on flexible COVID-19 vaccination programs that can accommodate different vaccines and scenarios. | More
More than $40 million in grant funding is available through the Air District’s  Community Health Protection Grant Program and the Carl Moyer Program for projects to upgrade or replace on-road vehicles, school buses, off-road and agricultural equipment, marine equipment, and locomotives. An informational webinar is scheduled for Thursday on December 17, 3:00PM PST. Please register if you are interested in attending. You may visit the Program website to apply online and to learn more about the program requirements. About $20 million in grant funding is available through the Air District’s Goods Movement Program for heavy-duty trucks and their electric-charging and hydrogen-fueling infrastructure, transportation refrigeration units (TRU), cargo-handling equipment, shore power electrification, and locomotive projects. To be eligible, equipment must move freight/bulk goods or materials for sale or purchase on the major California trade routes more than 50 percent of the time. Applications are being accepted online through the Goods Movement Program webpage and are due no later than January 15, 2021. To be eligible, you should:

  • Get an endorsement from your Unit Chair to confirm your participation at the local unit level.
