Government Affairs Update
 
On November 6, 2020, the South Coast Air Quality Management District (South Coast AQMD) announced the availability of up to $50 million in funds for the Proposition 1B-Goods Movement Emission Reduction Program.  This program provides funding for the replacement of Class 5-8 diesel trucks (engine model year 2009 and older) with cleaner technology options including zero emission, optional low NOx, hybrid and natural gas.  The replacement trucks must be new and equipped with an engine model year of 2019 or newer.  Funding is also available for truck engine repowers, however this option is for small fleets only. Funding is also available for infrastructure, including electric charging stations, hydrogen fueling units, and electrification infrastructure at a truck stop, rail yard or other freight facility. Caltrans is looking for 150 volunteers for continued research on a road user charge as an alternative to the state gas tax. The California Road Charge Phased Demonstration will first explore how drivers could be charged for the miles they travel rather than the gasoline they use by testing a user-friendly pay-at-the-pump and electric vehicle charging station system, or through a usage-based insurance approach. Participants will be eligible to receive up to $100 in incentives each for their time and feedback. | Learn more
CARB is holding two public workgroup meetings for the proposed Advanced Clean Fleets regulation. The first workgroup meeting will be on the cost methodology for the regulation, while the second workgroup meeting will focus on how to transition drayage trucks to zero-emissions.  Both workgroup meetings will take place on the same day. Interested parties must register to participate in one or both of the meetings.

The Air District is currently accepting applications for the Year 5 Goods Movement Program. Applications are available online through the Goods Movement Program website and are due no later than January 15, 2021. About $20 million in grant funding is available for heavy-duty trucks and their electric charging and hydrogen fueling infrastructure, transportation refrigeration units (TRU), cargo handling equipment, shore power electrification, and locomotive projects.
