Through its representation, advocacy and education functions, the Case Management Society of America (CMSA) has been an organizing force setting the practice direction for the discipline of case management. CMSA promotes practice that is evidence-based and discourages the use of practices which, though popular or widely accepted, are either not beneficial or are contrary to the CMSA Standards of Practice for Case Management (SoP). While the increasing emphasis on care coordination by providers and payers has opened professional debate regarding the models being used in hospitals today, CMSA intends to clarify its position on hospital case management practice through this white paper initiative and urges hospital leaders to seek solutions that more effectively address the needs of our most vulnerable hospitalized patients.

CMSA's Standards of Practice for Case Management, 2016 revision, provides practice guidelines for the case management industry and its diverse stakeholders. The impetus for the 2016 revision of the Standards is the need to emphasize the professional nature of the practice and role of the case manager. The 2016 Standards of Practice contain information about case management including an updated definition, practice settings, roles and responsibilities, case management process, philosophy and guiding principles, as well as the standards and how they are demonstrated.

The Executive Board of the World Health Organization (WHO) has designated 2020 as the “Year of the Nurse and the Midwife” to commemorate the 200th anniversary of Florence Nightingale’s birth and celebrate the vital role that nurses and midwives perform in providing healthcare services. In many countries, nurses and midwives account for more than 50% of the healthcare workforce and are often the only point of care in their communities. By 2030, they will also account for more than 50% of the shortage in the global healthcare workforce. This year WHO will be highlighting nurses and midwives  work and their ability to overcome challenges that, in turn, help WHO achieve its goal of universal health coverage (UHC). WHO will also be advocating for increased financial support for nursing and midwifery workforces. The Director-General of WHO, Dr. Tedros Adhanom Ghebreyesus noted that “Nurses and midwives are the backbone of every health system: in 2020 we’re calling on all countries to invest in nurses and midwives as part of their commitment to health for all.”

 

Dr. Ghebreyesus went on to say that nurses are the "bridge" of healthcare, essential links between the people in communities, and the healthcare team and the complex healthcare systems. He also noted that they are on the “front lines” of healthcare and the key to achieving universal health coverage (UHC), a WHO initiative to bring adequate healthcare to all people across the globe.

The Centers for Medicare & Medicaid Services (CMS) on January 9th announced efforts underway to support Puerto Rico in response to recent earthquakes. On January 8, Health and Human Services Secretary Alex Azar declared a public health emergency (PHE) in Puerto Rico that is retroactive to December 28, 2019. CMS is working to ensure hospitals and other facilities can continue operations and provide access to care despite the effects of the disastrous earthquakes. CMS will be waiving certain Medicare, Medicaid, and Children’s Health Insurance Program (CHIP) requirements; creating special enrollment opportunities for individuals to access healthcare quickly; and taking steps to ensure dialysis patients obtain critical life-saving services.
