The future of professional case management—and the healthcare workforce that supports coordinated, patient-centered care—is facing a pivotal challenge.

Under the proposal, only ten degree programs defined in a 1965 statute would retain access to higher federal loan limits. Graduate students in nursing, social work, counseling, occupational therapy, physical therapy, respiratory therapy, speech-language pathology, and public health—fields essential to modern healthcare delivery—would face sharply reduced borrowing limits. The proposal would also eliminate the Grad PLUS loan program entirely.

This is not an abstract policy issue. These disciplines are central to the interprofessional model of care that case management relies on every day. The CMSA Standards of Practice for Case Management affirm that professional case managers must possess advanced education, licensure, or certification in health and human services disciplines—yet nearly all of those pathways would be financially constrained under the proposed rule.

The consequences extend far beyond individual students. Healthcare systems are already grappling with workforce shortages, rising care complexity, and increasing demand driven by an aging population and chronic disease prevalence. Creating new financial barriers to graduate education threatens to shrink the pipeline of qualified professionals at precisely the moment when coordinated care is most needed. These restrictions also disproportionately impact women and historically marginalized populations, undermining diversity, equity, and inclusion efforts across the healthcare continuum.

CMSA is not alone in raising concerns. National nursing, social work, allied health, and public health organizations have mobilized in unified opposition, warning that the proposal risks weakening patient safety, access to care, and workforce sustainability. As CMSA leadership has emphasized, policies shaping educational pathways must reflect the realities of modern healthcare—not definitions rooted in a pre–case management era.

“Improving Hypertension Control in the Black and African American Population”

Hypertension remains a leading risk factor for cardiovascular and renal disease, with well-documented disparities in both prevalence and control across racial groups. Our Population Health team conducted an in-depth analysis of hypertension control outcomes, stratified by race, to better understand inequities within our patient population. This analysis revealed that Black and African American patients were 7% less likely to have controlled hypertension compared to other racial groups. This finding is particularly concerning given that Black and African American individuals are approximately 30% more likely to develop hypertension, underscoring a critical and persistent health inequity.
