A Message from the President
 
Dear CLSA Members,
 
As we approach the end of 2023, it is with great joy and gratitude that we reflect on an exceptional year for the California Land Surveyors Association. Together, we achieved a few milestones, continued to foster collaboration between chapters, and strengthened our surveying community.
 
Looking Ahead to 2024:
 
As we turn the page to a new year, I am excited about the possibilities that 2024 holds for our association. We anticipate further growth, innovation, and shared accomplishments as the new year holds much promise for our profession.

Where in California Is This?

The November "Where in CA is This?” was provided by California’s Citizen Geodesist Philip Melcher. Philip is a Survey and Environmental Technician for Provost & Pritchard Consulting Group. He has collected nearly nine hundred GPS on BMs observations in California. "Argentine Rock Lookout (PID KS1533), looking past BM Designation "Argentine” (PID KS1532) to the SW. Located on the SW spur of Grizzly Mountain on a locally known peak known as Argentine Rock in Plumas National Forest just east of Quincy, CA.” The only person correctly identifying the location wished to remain anonymous.

Renew your CLSA membership in December of 2023 to waive the entrance fee for new members and the reinstatement fee for lapsed members. New and lapsed members will receive free membership for the rest of 2023. Sign up before December 31, 2023 to receive this offer.
The effort of Chapter officers to review scholarship applications and recommend candidates is very helpful to the CLSA Education Foundation when it comes time to assign awards. Please meet, review the applications and provide your suggestions to the CLSA Central Office by December 31, 2023. 
Award nominations/submittals are due by December 31, 2023.  The award categories are: Paul Lamoureux Distinguished Service, Member of the Year, Chapter of the Year, Chapter Newsletter of the Year, Chapter Website of the Year and Photo of the Year. 
As we approach the end of the calendar year, remember to make your tax-deductible contributions to the California Land Surveyors Association Education Foundation (CLSA EF). The CLSA EF provides scholarships to land surveying students each year.

Justin Lambert, PLS Andriy Buchko, PLS

Justin Lambert, PLS (left), was promoted to Senior Project Manager. Justin has been with Psomas nearly 16 years and holds a Bachelor of Science in Geomatics from Oregon Institute of Technology. Lambert is the Sacramento CLSA Chapter President for 2023.

Andriy Buchko, PLS (right), and Josie Campbell, PLS (not pictured), were promoted to Senior Project Surveyor positions. Andriy has been with Psomas for 10 years and holds a Master's degree in Land Surveying and Land Management from Leviv State Agrarian University.

Sarah Walker has accepted the position of Associate Surveyor with Placer County. Walker previously worked with Wood Rogers, Inc., Lumos & Associates, Manhard Consulting, Dundas Geomatics, Inc., and the Nevada Irrigation District. If Sarah’s name sounds familiar, she was instrumental in founding both the Nevada and California Young Surveyors Networks. Congratulations on your new position at Placer County!

November 17, 2023 Ian Wilson, PLS was presented with the County Surveyor of the Year award by the County Engineers Association of California (CEAC). Wilson was the CLSA President in 2017, and served on the CLSA Legislative Committee for decades. He commented on Facebook: "Thank you so much to all who made this happen! It’s an honor to be part of such a group and to be able to work to better the profession through this group.”

Ryan Jackson has accepted a new position as a Senior Land Surveyor at Pacific Gas and Electric Company. Ryan commented on LinkedIn: "I’d like to say thank you. Thank you to everyone who’s ever shared a morsel of knowledge and expertise with me. Thank you to every past employer who blessed me with the opportunity to build a skill set. Thank to you to every supervisor and colleague that helped and continue to help me see my blind spots. Thank you to God Almighty for the breath in my lungs and for blessing those who have helped me and those whom I have yet to meet. Thank you for reading this post, and whether or not you share my faith, I wish blessings upon you and your family.”

George F. Young, Inc. is excited to welcome Steven Heise, PLS, as Vice President of Survey Business Development. Steven will be based out of the St. Petersburg office but will service the entire state of Florida.

Steven brings over 30 years of land surveying experience to our team. He earned his degree in Geomatics from the British Columbia Institute of Technology and performed land survey work on significant projects in 23 states throughout his career as well as internationally in Canada, Mexico and South America. For the past 22 years, he has focused his career in California.

Congratulations to Rob Stevenson, PLS, a Senior Project Surveyor at Guida''s Bay Area office, for earning his PLS license. Stevenson worked previously at BKF Engineers, Hogan Land Services, Inc., EagleView and Pictometry International Corp. Rob commented on LinkedIn: "I was waiting to post anything about the exam results until the physical certificate was delivered because reading just an email didn't seem real. Now that it's official, I'd like to thank all my mentors throughout the years all the way back to college. Uli Besemann, Anthony Venezia, Mike Zoltek, Adam Rivera, Mikey Mueller, Kevin Stein, and Lisa Spivak, PLS all played a huge part in where I am today. And the learning continues."

Casey Lynch recently obtained his Arkansas PLS to accompany his previous PLS licenses in California and Nevada. Lynch is a Professional Land Surveyor with Kier & Wright, based in San Diego County. He previously worked for Rancho Land Company, and Burkett & Wong, EngineersCasey also served as the 2010 San Diego CLSA Chapter President. Congratulations Casey!

Oscar Duran, a Senior Geomatics Analyst at Towill, Inc. in the San Francisco Bay Area has been appointed Student Advisory Committee Chair for ASPRS. Duran will certainly bring his varied experiences from his universities to this committee. Oscar holds a Bachelor’s Degree in Geomatics Engineering from University of Calgary, a Master's Degree in Civil Engineering - Geomatics Engineering concentration from California State University, Fresno, and a PhD in Civil Engineering - Geomatics Engineering concentration, from Purdue University.

Matthew Draper recently accepted a field position with BKF Engineers. Matthew passed the Fundamentals of Surveying Exam and obtained his LSIT earlier in 2023. Draper previously worked for Guida.

Los Angeles Mission College will be holding an on-line LSIT Review course from April 8, 2024 to June 3, 2024.  Class No.: 23702 & 23703

My name is Christian and I work in outreach with NCEES. I’m hoping CLSA might be able to help with a surveying outreach effort. I’m trying to recruit surveyors to be judges for a day in a STEM competition. 
  
NCEES sponsors the Best Land Surveying Practices award at both the regional and national level of the Future City Competition. If you don’t know what Future City is, it is a national, project-based learning experience in which 40,000 students in 6th, 7th, and 8th grade from 1,350 schools imagine, design, and build cities of the future. They create a virtual city and then build a 3D model (usually out of recycled materials) for judges to grade at a regional competition. If they win their region, they go on to compete in the national competition in February, which is the main competition.  
  
Then, there is the NCEES Special Award for Best Land Surveying Practices. All regions have multiple special awards, but the NCEES judge a city model based on surveying and interact with the students and answer questions about the surveying profession. We see it as a great opportunity to introduce young students to the surveying profession. 
  
Again, I am trying to recruit surveyors to be judges for the surveying special award in two California regional competitions. I was hoping CLSA might be able to provide potential names or connect me with folks that may be interested. Below are the dates and locations. 
  
Southern California Regional: 
Date: Saturday, January 20, 2024 
Location: Woodbury University, Burbank, CA. 
  
Northern California Regional: 
Date: Saturday, January 20, 2024 
Location: TBD (last year it was in Sacramento)

The U.S. Army Corps of Engineers is leading the next phase of debris removal in Lahaina, getting residents one step closer to returning to their homes. But some local land surveyors are raising red flags about the process.

RICK Engineering in Riverside is saddened to announce the passing of Associate Bill Rohal. Bill will be missed tremendously by his family, coworkers, and friends. 
  
Born in 1956 and raised in Johnstown, Pennsylvania, Bill joined the United States Marine Corps in 1973 and served his country for four years. Shortly after the service, he started his surveying career with a company laying out miles of gas pipeline in Texas. During the 1980s, Bill was employed by Riverside County as a map checker, where he began his vast knowledge of survey. He started at RICK Engineering on July 17, 1995 and was employed with the company for over 28 years. Bill was a former officer in his local chapter of the California Land Surveyor’s Association and served on the California State Joint Practice Committee, reviewing survey issues relating to compliance with the rules and regulations controlling his industry.  
  
Outside of work, Bill was an avid golfer and a Pittsburgh Steelers fan. Of everything in his life, his children and grandchildren meant the most to him. Bill’s son Frank is also a surveyor and has two children, William (3) and Madilyn (5 months). His daughter Becky is a Nurse, and her children are Ryder (15), Brooke (12), Gracie (9), and Axl (3). All of Bill’s coworkers fondly remember how he often shared funny stories of taking Gracie to “kung fu lessons” (karate), tales of skiing adventures, and many videos of William and Axl flying around on little dirt bikes.
