As we move ahead to November and prepare for Californians to cast their ballots on myriad propositions impacting our state and your business, remember to educate your friends and colleagues on the issues coming their way. 
 
This November, we will face the split roll initiative to raise your property taxes. We must make sure this initiative does not pass. With big financing from unions and Facebook's Mark Zuckerberg, this will be a challenge, but not impossible. 
 
CFCA will be providing materials for you to help campaign against this dangerous proposition, but education is the strongest tool we have. 
 
On a separate front, Prop 20 makes crimes such as drive by shootings, hate crimes, date rape, and others “violent crimes” under California law. It also would increase the penalties for theft, rolling back Prop 47 and 57 which provided opportunity for thieves to continue their crimes without punishment and limited investigation.
 
CFCA is supporting this initiative to remove protections for serial criminals, ensure the safety of our customers, and guarantee law enforcement agencies throughout California pursue criminals to the fullest extent of the law.

"The California Fuels & Convenience Alliance (CFCA), American Petroleum and Convenience Association (APCA) and Neighborhood Market Association (NMA)—which represent more than 20,000 convenience stores statewide—had asked California legislators to table Senate Bill 793, saying it will devastate small retailers.
 
In places like San Francisco or Sacramento, where similar bans were already in place, c-stores saw sales instantaneously drop double digits or more, James Allison, head of public affairs for CFCA, previously told CSP."
  
The bill was opposed by business groups including the California Chamber of Commerce, the California Retailers Assn. and the California Fuels and Convenience Alliance, which represents some 12,000 convenience stores.
 
A representative of the alliance testified in a recent committee hearing on the measure that it would hurt small businesses that are struggling to recover during the COVID-19 pandemic and deprive the state of needed tax revenue.
 
Such firms “will face significant economic hardship if you move forward with this proposal,” said Jacque Ayers, a manager at Winchester Fuels, a market and gas station in Temecula.
  
Retailers note it's already illegal to sell any tobacco products to people younger than 21, saying convenience stores have a "95% success rate in keeping the product out of the hands of minors," said James Allison, spokesperson for the California Fuels and Convenience Alliance. He said it is not fair for retailers to "bear the brunt of what is a larger societal issue," noting retailers in cities where local flavored tobacco bans have already been implemented have seen losses of as much as 40%.
 
"Small businesses, hundreds if not thousands of them, will immediately feel the impact of this bill," he said.
 
State officials will feel the impact, too, as the ban will cut off a source of revenue for the state. In 2016, voters approved a tax increase of $2 per pack of cigarettes, which also applied to e-cigarettes. A similar version of the bill that passed Monday would cost the sate up to $218 million per year in lost tax revenue, according to an analysis by the Department of Tax and Fee Administration.
  
There are many different ways to get those Air Quality Index numbers that have been giving Bay Area residents an indication of just how bad the air is.
 
Looking at hazy, ash-filled, grey skies, or even trusting your sense of smell aren’t the best methods to determine how much time you should spend outside.
 
The Environmental Protection Agency relies on more than 250 monitoring sites across California, and one in each of the 9 Bay Area Counties.
 
“They are placed in areas that are intended to be representative of typical conditions in an area,” said Michael Flagg of Bay Area Air Quality Management District.
  
The California Air Resources Board settled eight diesel cases totaling more than $130,000 for violations of the Truck and Bus Regulation in the Imperial Valley.
 
The Truck and Bus Regulation protects public health by reducing emissions of diesel particulate matter, oxides of nitrogen, and other pollutants from diesel-fueled vehicles. This regulation requires companies that hire or direct the operation of vehicles to verify that each hired fleet is compliant. Companies that hire non-compliant fleets undermine the regulation, and subject communities to unhealthy air quality conditions.
 
In spring of 2018, through the CalEPA Environmental Justice Task Force work in the Imperial Valley, CARB staff met with local residents to learn about community concerns related to air pollution. Community members expressed concerns about heavy-duty diesel traffic and compliance issues associated with cold storage facilities and drayage at the Calexico Port of Entry.
