Last week, CFCA Executive Director, Elizabeth Graham, and Policy Director, Sam Bayless, were in Washington D.C. along with several CFCA members for the 2020 NACS Day on the Hill.
 
During this time in the capital, CFCA's team met with our elected congressional representatives to discuss our industry and the issues we face coming from Washington and beyond. 
 
The Day on the Hill is a vital opportunity to educate lawmakers on teh vital services our industry provides and the importance we have in their constituents' daily lives. 
  
On February 20th and 25th, CFCA attended ExtraMIle's annual franchisee cmmuncations meetings to provide an update on the latest in the fuels and convenience industry and the issues we are fighting in the capitol and beyond. 
 
CFCA is extremely grateful to ExtraMile for giving us the opportunity to pass along the vital work being done in our organization for our industry and members everywhere.

"Kii is closing a long-standing gap in the retail gasoline and oil industry for the monitoring of Underground Storage Tanks (UST). Up until now, petroleum retailers relied on antiquated remote monitoring tactics which included sending daily facsimiles or calling to communicate critical data such as fuel levels, leaks, water levels, and alarms. These outdated methods caused a lack of timely and consistent fuel levels resulting frequently in empty tanks. Solutions were developed to transmit data via the internet, but complexities in set up, use and troubleshooting caused frustration and added expense. And these systems were not always reliable."

CFCA has successfully stalled the retailer beverage container acceptance program in California. In the wake of the COVID-19 lock-downs CalRecycle has indicated that it will halt enforcement of recycling acceptance for retailers until further notice. After hearing concerns from members indicating that individuals were not respecting lockdown guidelines and social distancing, as well as citing concerns over hygiene and contamination, CFCA contacted CalRecycle and successfully lobbied program directors to pause all enforcement of the program.
 
CalRecycle will be issuing a notice either tonight or tomorrow, and CFCA will send it to our members as soon as it has been released.

In response to the current state of affairs surrounding the ongoing COVID-19 outbreak, CFCA is postponing our annual Day at the Capitol event.
 
Developments in both the state and national capitals are coming hourly, therefore, in observance of both state and federal directives, CFCA is hereby postponing the event to an as yet undetermined time, pending future updates on the situation.
 
For those who have already registered, CFCA will issue a full refund for your registration, upon request. For those who have reserved rooms under our block with the Sheraton, we advise you cancel your reservation immediately, and you will be issued a full refund by the hotel.
 
Updates will be provided as they become available.

President Donald Trump on Wednesday signed into law a coronavirus relief package that includes provisions for free testing for Covid-19 and paid emergency leave.

The Senate had earlier Wednesday approved the House-passed bill. The move allowed the upper chamber to devote its full attention to passing the next relief package in response to the coronavirus crisis.

Senate Majority Leader Mitch McConnell and other Senate Republicans had been critical of the House-passed legislation, but emphasized that it is urgent to get relief to the American people amid the coronavirus crisis.
  
The Federal Motor Carrier Safety Administration (FMCSA) yesterday issued an expanded emergency declaration extending hours of service (HOS) waivers for commercial motor carriers and drivers transporting fuel and other essential goods to support emergency relief efforts related to the coronavirus disease 2019 (COVID-19) outbreaks nationwide. The declaration expires April 12, unless revised.
 
“The nation’s truck drivers are on the front lines of this effort and are critical to America’s supply chain. We will continue to support them and use our authority to protect the health and safety of the American people,” said FMCSA Acting Administrator Jim Mullen.
 
On Tuesday, NACS, along with three other fuel retailing industry groups, asked FMCSA to issue a national HOS waiver for the transportation of fuel in response to the COVID-19 crisis. FMCSA previously issued an HOS waiver for truck drivers moving essential goods in support of emergency relief efforts but didn’t include fuel in the order.
  
As Californians raided hand sanitizer and wipes to battle the spread of the coronavirus last week, Fred Kimball pivoted to make a different kind of bulk purchase: 300,000 pens.
 
November’s election may feel like an eternity from now as new developments about the disease rattle everyday life. But as California clamps down on public activities and large gatherings, groups trying to qualify and pass statewide ballot initiatives on an array of critical issues are scrambling with how to adapt the personal-contact-intensive process of collecting and verifying signatures in a world now resigned to social distancing.

“So everyone who signs a petition uses their own pen,” explained Kimball, president of the ballot initiative signature-gathering firm Kimball Petition Management. This way, “they’re not touching anything.”
  
The California Energy Commission assured residents today that upstream parts of the fuel supply chain remain open and that there is ample availability amid the coronavirus pandemic.
 
Bay Area counties, followed by other Califonia localities, have issued shelter-in-place orders that only allow travel to essential services. Those include gas stations, but fuel still has to be produced and transported to the pump.
