Last week, CFCA staff held a retreat in Plymouth, CA to work on team strengths and map out our strategy for 2020 to take CFCA to the next level.

Application submission for the CIOMA Memorial Scholarship Fund will soon be open! Open to CFCA member families, the scholarship is publicly supported by generous contributions from CFCA members, their communities, and those who share an interest or affiliation with the fuel distributor and convenience store industries.
 
  
It's that time of year again! CFCA membership dues are out! You should have received a mailing from CFCA over the past few weeks containing your dues invoice, as well as a change of information form.
 
While you may certainly pay via mail or over the phone, we encourage all members to pay through the CFCA Membership Portal. It makes payment a breeze, and allows us to collect the most accurate information for your company in our membership database.

In California, it is vital to our advocacy efforts to support lawmakers in supporting CFCA. CFCAPAC - the California Fuels & Convenience Alliance Political Action Committee - is the fundraising organization for contributions to political candidates. Our PAC is the backbone of our government relations efforts. It is a fully registered Political Action Committee under California campaign contribution laws and regulations. 
 
The goal of CFCAPAC is to help elect political representatives who support policies favorable to your industry. CFCAPAC enables CFCA representatives to meet and support candidates for state elective office, ensuring that present and future lawmakers know who we are and what we contribute to the California economy. A study commissioned by the California Fuels & Convenience Alliance recently reported that one year into San Francisco’s flavored vape and tobacco ban, the city has lost $17 million in sales, $2.2 million in wages, and $2.06 million in local tax revenue as a direct result of the ban, along with the loss of 81 jobs.
 
In June of 2018, voters in San Francisco passed a proposition banning the sale of flavored tobacco and vape products. A year into the ban, CFCA commissioned a study of the economic impact the ban. While city staff originally reported there would be minimal economic impact, the study shows the extent of impact, not only on stores and employees, but on city tax revenue, as well.
  
When Gov. Gavin Newsom unveiled his proposed budget, he reaffirmed a deeply held belief that some of California's best work happens at the regional scale. We are, he said, "many parts but one body," and laid out proposals for major investments in regional economic development and inland California.
 
This commitment goes beyond the budget to the day-to-day operations of state government. A year ago, the governor tasked the two of us to launch Regions Rise Together, an ongoing initiative to better connect state government to all of the diverse regions across the state. 
  
Authorities investigated an event that led to flaring and evacuations Monday morning at the Chevron Refinery, according to a report from the California Governor's Office of Emergency Services.
 
According to the report, authorities were contacted just before 4:45 a.m. that the refinery was having a flaring event because of a "process upset" that happened in one of the refinery units. The report also stated that fewer than 100 people were evacuated as a precaution.
 
The report later states that authorities were investigating the release of an unknown amount of hydrogen sulfide into the air.
  
The Sacramento Jazz Cooperative is a struggling nonprofit, operating on a shoestring budget during its three-year history as it presents Monday night concerts at the Dante Club. Now it has another problem on its hands - a controversial California labor law that requires it to hire musicians as employees.
 
Since Jan. 1, the jazz co-op has had to contribute to musicians' Social Security and Medicare, while withholding payroll taxes from their checks. Founder Carolyne Swayze said the law is proving costly to the co-op and threatens its viability, potentially hurting musicians.
"I'm not sure if we can hang in there," she said. "It might be different if we were in Chicago or LA or New York."
  
The California Air Resources Board on Friday clarified its regulations concerning prices for Low Carbon Fuel Standard credits, which have seen a steep increase in recent weeks.
 
In a Frequently Asked Questions document released Friday, CARB said its recent amendment that places a "hard cap" on LCFS credit prices is not scheduled to go into effect until July 1.
 
Any LCFS transfers posted to CARB's reporting system after the effective date must be priced below the hard cap, CARB said. Any LCFS transfers posted before the effective date can exceed the cap.
