Effective January 1st, CFCA's Sam Bayless has taken over as the new Director of Policy. 
 
Sam will take on all things government relations and serve as CFCA's prime representative and point of contact for the legislature and state regulatory bodies. 
 
As many of you know, Sam has been with CFCA for several years, serving as the Regulatory Issues Specialist, providing expertise and testimony for policy decisions by the California Air Resouces Board, and other regulatory bodies. Sam has also led the fight against local issues that impact our industry. 
 
With his years of service to CFCA, combined with his expensive knowledge and expertise, Sam is poised to lead CFCA's GR efforts to the next level.

It's that time of year again! CFCA membership dues are out! You should have received a mailing from CFCA over the past few weeks containing your dues invoice, as well as a change of information form.
 
While you may certainly pay via mail or over the phone, we encourage all members to pay through the CFCA Membership Portal. It makes payment a breeze, and allows us to collect the most accurate information for your company in our membership database.

In California, it is vital to our advocacy efforts to support lawmakers in supporting CFCA. CFCAPAC - the California Fuels & Convenience Alliance Political Action Committee - is the fundraising organization for contributions to political candidates. Our PAC is the backbone of our government relations efforts. It is a fully registered Political Action Committee under California campaign contribution laws and regulations. 
 
The goal of CFCAPAC is to help elect political representatives who support policies favorable to your industry. CFCAPAC enables CFCA representatives to meet and support candidates for state elective office, ensuring that present and future lawmakers know who we are and what we contribute to the California economy. CFCA provides the opportunity for members to meet with the legislators at our annual Day at the Capitol but there is also an opportunity to attend the California Unified Program Agencies Conference in Burlingame early next year.  This is not just a place for members to learn about regulatory compliance from government officials, it provides the ability for CFCA members to meet and discuss issues with key decision makers and their local regulators. CFCA members and staff have attended in years past and found it incredibly valuable to meet with these regulators outside of inspection and rulemaking situations.

Oil prices topped $70 a barrel Monday for the first time in over three months thanks to the latest mess in the Middle East. Higher prices at the gas pump seem sure to follow.
 
And if you're like me, you'll probably ask yourself: Why is it that gas prices always seem to go up really fast whenever there's turmoil in the oil market and come down again really, really slowly?
 
"It isn't just a perception," said Lea-Rachel Kosnik, an energy economist at the University of Missouri-St. Louis. "There is some evidence that gas prices rise faster than they fall."
  
A state agency is taking aim at banning, or seriously regulating gas leaf blowers, something that parts of the mid-Peninsula has already been working on.
 
Burlingame, Los Altos and Palo Alto all have full or partial bans on leaf blowers. But they did it to reduce noise. The California Air Resources Board is taking on leaf blowers and lawn mowers to reduce greenhouse gases.
 
In 1991, Los Altos established a ban on gas-powered leaf blowers to limit noise. Electric leaf blowers have been the only type of leaf-blowers allowed in the town over the past 28 years. In January 2014, 11 people were cited on one day for using gas leaf blowers, a citation costs $100 in that town.
  
A group of mayors and elected officials from around Alameda County plan to gather next week to urge Gov. Gavin Newsom to phase out the burning and production of fossil fuels in California.
 
Newsom's recent regulations on fracking and partial ban on steam-injection oil drilling are first steps, the officials said in a news release.
 
At a press conference planned Wednesday, the group will ask the governor enact a comprehensive climate plan to eliminate fossil fuel burning and in California altogether.
  
California Attorney General Xavier Becerra has filed an amicus brief in a climate change lawsuit against major oil companies. The filing from a coalition of 13 attorneys general is in support of the State of Rhode Island in its lawsuit against Shell Oil et al.
 
In the case, the State of Rhode Island is seeking to hold the oil companies accountable for their actions contributing to climate change and the resulting harms from sea-level rise, changes to the hydrologic cycle, and increased air and ocean temperatures.
  
Just hours before California's new gig-work law, AB5, is set to take effect, a federal judge issued a temporary restraining order blocking the state from enforcing it upon truck drivers.
 
U.S. District Judge Roger Benitez, in a five-page order on New Year's Eve, discussed the California Trucking Association's contention that AB5 was preempted by a 1994 federal statute that prohibits states from making laws that affect the price, route or service of freight-hauling motor carriers.
