With the power out in many parts of the Bay Area, drivers had another worry: keeping the tanks full. So did some gas station operators.
 
At the Exxon on San Pablo Avenue in El Cerrito on Wednesday morning, handwritten signs taped over gas pumps told customers that the regular and plus gas was out. The only option left was the Supreme blend, which cost 50 cents a gallon more, and that would “absolutely” run out, too, manager Ali Alezzani said.
 
His son called him Tuesday evening to tell him the station was so busy people were almost getting in fights in line.
  
To prevent the risk of wildfires, Pacific Gas & Electric Co. turned off the power for more than 500,000 homes and businesses in Northern California on Wednesday, The Sacramento Bee reports. "PG&E says it has brought service back to 50,000 customers in the Sierra Foothills as of Thursday morning," according to The Bee. 
 
If you saw long lines at the gas station, you weren't alone. The California Fuels & Convenience Alliance sent out a notice Wednesday, referencing "gas stations overwhelmed by an influx of concerned customers." The trade association's advice: "CFCA advises California’s drivers to continue a normal fueling routine, without any immediate overreaction."
  
Just don’t expect to see prices like in other states. Industry leaders say as long as California policies continue to drive up the cost, consumers will still feel the pain at the pump.
 
So why can’t California simply ship in more gas? James Allison with the California Fuels and Convenience Alliance, which represents the state’s fuel marketers, says California has its own special blend with higher emissions standards, making it difficult.
 
“We’re prevented from importing gasoline that doesn’t meet our state’s strict standards, which really could provide assistance in times like this. that’s sometimes why we are referred to as a fuel island here in California,” said Allison.
  
The Chevron refinery that looms over Richmond, California, its muted orange tanks nestled into the scrubby low-slung hills above San Francisco Bay, is older than the city itself.
 
The refinery processes nearly 250,000 barrels of crude oil each day. When it “flares”, as it did more often in 2018 than in any other year over the past decade, dark smoke spirals up and across town in the bay breeze.
 
When it explodes, like it did in 1989, 1999 and 2012, the thick cloud is visible across the bay and beyond, a blot against the sky that ascends before falling and settling on everything within a multi-mile vicinity that is not covered, closed or sealed up.
  
California Gov. Gavin Newsom is directing some money collected through gasoline taxes away from road repairs in favor of rail projects, according to a 200-page proposal from the state's transportation department.
 
Under an executive order Newsom signed last month, Caltrans must "reduce congestion through innovative strategies designed to encourage people to shift from cars to other modes of transportation."
 
The plan Caltrans released last week includes money generated through Senate Bill 1 - a 2017 state law allowing California to raise gas taxes for 10 years in order to fund transportation projects.
  
At its current pace of emissions reductions, California could be 100 years too late in meeting its 2050 emissions target, as rising wildfires, transportation, and landfills emissions undermine progress in the state's climate goals, a new report from nonpartisan nonprofit Next 10 repared by Beacon Economics showed on Tuesday.
 
According to the eleventh annual California Green Innovation Index, California will only meet its climate target to reduce emissions to 40 percent below 1990 levels by 2030 in the year 2061, if the average rate of emissions reductions over the past few years holds. At the current pace of emissions reduction, the state could be 100 years late in achieving its 2050 climate goal, the report found.
  
Up to $1.7M is available in grants through the California Department of Food & Agriculture to fund energy efficient refrigeration units in corner stores and small businesses in low-income or low-foodaccess areas. Refrigerators should stock California grown fresh produce, nuts and minimally processed foods.
 
The program aims to improve access to healthy food choices in the small retail environment for underserved communities, while promoting California grown agriculture.
 
Corner stores and small businesses may apply directly; or cities, counties, and nonprofits may apply on behalf of the small businesses. Nonprofits may also apply for support if selling produce directly in low-income or low-access areas.
 
This is the second and final grant competition for this pilot program.
