California Gov. Brown Signs Legislation to Accelerate ZEV Purchases

California Gov. Jerry Brown (D) this week signed bills aimed at advancing and
facilitating the state's expected transition to zero- and near-zero-emission
vehicles from fossil-fuel automobiles, according to a press release published
Tuesday by the governor's office.

One signed legislation -- SB 498 -- requires the state's light-duty vehicle
fleet to be 50% zero-emission vehicles (ZEVs) by 2025, up from a previous target
of 25% by 2020. Meanwhile, another bill -- SB 739 -- requires that at least 15%
of "specified" heavy-duty vehicles newly purchased by state agencies be ZEVs
beginning in 2025 and 30% ZEVs by 2030.

Two bills encourage the purchase of ZEVs through the Clean Vehicle Rebate
Program and by helping low-income residents replace high-polluting vehicles with
more-efficient models. AB 615 extends the income cap for the rebate program
until Jan.1, 2019, while AB 630 establishes the Clean Cars 4 All program to help
reduce greenhouse emissions, improve air quality and replace high-polluter
vehicles for low-income residents.

Two more pieces of legislation promote electric vehicle charging stations at
school facilities, state parks and beaches. AB 1082 and 1083 authorize an
electric corporation to file a pilot program proposal for instillation at these
locations.

"Improved access to electrical vehicle charging stations for all Californians is
an important component of achieving the goal of 1.5 million zero emission
vehicles on California roads by 2025," Brown said in a signing message note for
AB 1082 and 1083. "While I am signing these two bills, I note that deployment of
charging infrastructure should take place in locations that make the most sense
and that minimize any increased costs to ratepayers."
