Federal Legislative Update
The Association and its members took advantage of several public hearing opportunities this week to advocate for our priorities for Medicaid funding, fair and reasonable safety mandates for direct care workers, and appropriate training standards for Homemaker-Companion Agencies.

The Centers for Medicare & Medicaid Services last week rescinded guidance that helped states apply for Medicaid funding to support individuals’ health-related social needs (HRSN). While this action may help rein in government spending, it could also make it harder for Medicaid beneficiaries to access services such as transportation, nutrition and housing assistance, according to Damon Terzaghi, senior director of Medicaid advocacy at the National Alliance for Care at Home.

The National Alliance for Care at Home, the leading home care advocacy organization, has weighed in on a House budget resolution that threatens to cut billions of dollars from Medicaid. 
 
“Medicaid is a complex program and changes to one part of the statute may have unanticipated negative outcomes on other aspects of services, financing, or reimbursements,” the Alliance said Wednesday in a statement. “We encourage Congress to be extremely careful to avoid making changes that could lead to unintended outcomes. We stand ready to provide our expertise to help strengthen Medicaid for all individuals and providers.”

  • Org leaders must understand growth of huge MA and HH usage
  • Which HH orgs are more likely to have high % of MA enrollees?
The Medicare Payment Advisory Commission (MedPAC) held a public meeting last week that addressed home healthcare use among Medicare Advantage (MA) beneficiaries.  The analysis was conducted at the request of the MedPac Commission members, who expressed an interest in better understanding the Medicare Advantage usage of home health services compare to Fee for Service (FFS) Medicare, now that half of beneficiaries are enrolled in a MA plan.
 
The researchers used a combination of MA plan encounter data and the Outcome and Assessment Information Set (OASIS) to conduct the analysis.

The National Alliance for Care at Home (the Alliance) is concerned about recent legislative developments that may impact the Medicaid program. These include the passage of the House Budget Bill and the reconciliation framework that includes instructions for the House Energy and Commerce Committee to find $880 billion in reductions to programs under its jurisdiction; passage of the Senate Budget framework that does not include such drastic reductions; and comments by Speaker of the House Johnson (R-LA) that any changes to Medicaid will not include caps on federal funding or changes to the state matching formulas.
