CEA & AMP Schedule Now Online: Sessions for Educators & Admissions/Marketing
For more than 20 years educators from around the nation turn the tables each summer and go from teacher to student at the CEA Annual Convention. This year’s convention, which is July 30-August 2, includes an addition of an Admissions & Marketing track, making it the first-ever CEA & AMP Convention. What’s Happening Around the US
As we begin March, 40 state legislatures are actively meeting this week.  In order to keep you apprised of the latest developments, please find a brief report of state bills of interest to barbering and cosmetology schools below.
 
Defense to Borrower Repayment Negotiations Heating Up Heading Into Final Session
With just two weeks before the third, and final, session of the 2016 Defense to Borrower Repayment Federal Negotiated Rulemaking meeting on March 16-18, 2016, AACS alternate negotiator Chris DeLuca, the GRC, and a broader circle of representatives of the for-profit community – led by lead negotiator Dennis Cariello – have presented a targeted list of recommendations to the 11 Issue Papers, complete with revised regulatory language. Key issues where the community is at odds with the Department include:
 
  • The inclusion of issues seeking to significantly revise the financial responsibility and administrative capability regulations to include required Letters of Credit for a wide range of vague and overly restrictive list of institutional errors or omissions;
  • Efforts to repeal the inclusion of arbitration clauses in institution's enrollment contracts; and
  • more general discussions on the definitions, process, and procedures for determining whether or not a student, or class of students, is eligible to receive a write off of their loan obligations.

Acting Secretary King's Confirmation Hearing Highlights Key Reauthorization Issues
While much of last Thursday's Senate Health, Education, Labor, and Pension Committee Confirmation Hearing focused on Acting Secretary of Education John King's ability to implement the recently enacted revisions to the Elementary and Secondary Education law, several lines of questioning once again showed that the Senators are also focused upon concerns within higher education as well.
