On September 30, both the House and Senate passed a Continuing Resolution (CR) to keep the government operating under current federal spending limits until December 11, 2015. The CR was needed because none of the twelve appropriations bills – including the Labor, Health and Human Services, Education, and Related Agencies bill - that make up the federal government have been completed and the new fiscal year, Fiscal Year 2016, started at midnight on October 1.
