State Updates Cosmetology Hour Reduction Bill Passed in Texas The last week of May finds only 22 legislatures actively meeting. In the closing hours of Texas’ 2019 legislative session on Sunday, both the House and the Senate adopted a conference report to HB 2847 that reduced the course of instruction for cosmetology from 1,500 to 1,000 hours. Texas Governor Greg Abbott (R) has indicated support for the underlying occupational licensure reform bill on social media and is expected to sign HB 2847 into law. The Act, which will become effective September 1, 2019, will also permit cosmetology students to take the licensure examination at 900 hours and allow schools to administer the practical examination. The full text of the HB 2847 conference report can be found at the link below. Minnesota legislators also worked into the holiday weekend to approve the state’s $48 billion biennial budget. On Friday, the Omnibus State Government Appropriations Bill – SF 10 – was passed by the Senate by a vote of 65 to 2 and the House by a vote of 77 to 49. The measure signed into law by Governor Mark Dayton on Tuesday (D) contains language to completely deregulate hair braiding effective. Click here to read the full update Federal Updates U.S. Department of Education On May 23, the Department published an electronic announcement regarding GE Compliance Dates. This announcement is related to their May 9, 2019 Electronic Announcement #119 which released the 2019 Gainful Employment Disclosure Template that must be used by July 1, 2019. The 2019 GE Disclosure Template has been simplified and streamlined from previous versions to now include: · Normal Time to Completion · Total program costs if completing the program within normal time (including tuition and fees plus books, supplies, and equipment; excluding room, board, or other expenses) · Median cumulative debt for Title IV students completing the program within normal time (including Federal, private, and institutional debt) · Licensure information for the program’s target occupation · URL for the College Scorecard · Warning language, if required AACS has prepared a more detailed advisory to its membership on these modified disclosure requirements which will be shared in the near future.
