The first week of October finds only four states actively meeting. In New Jersey, the legislature voted last week to concur with the amendments contained in Governor Phil Murphy’s (D) conditional veto. As previously reported, Assembly Bill 3754, which was originally passed as a hair braiding deregulation bill, was returned to the legislature on August 27 with amendments proposing the establishment of a hair braiding specialist license requiring a 40-hour course of instruction, with courses “teaching sanitation, decontamination, and infection control” for applicants that can demonstrate three years of hair braiding experience, and a 50-hour course of instruction for other applicants. The Senate voted 23 to 13 largely along party lines to accept the Governor’s amendments, and the Assembly voted 70 to 5. The bill will soon return to Governor Murphy for signature into law.
