Missouri HB 1500 received final legislative approval Tuesday when the House voted 137 to 11 to concur with Senate amendments. As currently drafted, the bill specifies that “the practices of cosmetology and barbering shall not include hair braiding,” however, barbers and cosmetologists will not be prohibited from braiding. Other provisions of interest in the bill include: 1) a list of crimes that Missouri’s Board of Cosmetology and Barber Examiners may deny licensure; 2) a modification to licensure reciprocity provisions that will allow Missouri to grant a cosmetology license without examination to a license holder from another state with “similar” licensure provisions; 3) allowing individuals to perform hairdressing, manicuring, or facial treatments “for which no charge is made” without a license, and; 4) the addition of language specifying the steps for new occupations to become licensed after January 1, 2019.
