Last Wednesday in Atlanta, the AACS Board of Directors had the unique opportunity to share over an hour and a half with the Chair of the House Education and the Workforce Committee.

Taking time out of a busy Board agenda, AACS’ leadership discussed directly with the driving force behind the development of H.R. 4508 – The Promoting Real Opportunity, Success, and Prosperity through Education Reform (PROSPER) Act both our communities’ appreciation and support for a number of provisions contained within the Committee passed proposal, as well as provisions contained within the bill that we are hoping to work with her and the Committee to revise as efforts to reauthorize the Higher Education Act of 1965 move forward.

Chairwoman Foxx listened attentively to the supportive comments and recommendations of the Board, committed to continuing to work with AACS on issues important to our students and schools, and shared with the Board recent actions she has taken to advance the bill towards House floor consideration.

According to Chairwoman Foxx, she has already met with various factions of the Republican caucus in an effort to whip support for the bill, has spoken with Leadership to seek time on the legislative calendar to bring the legislation to the full House, and hopes that the legislation will be considered and passed out of the House sometime during the month of March.

Utah HB 323 was amended on the House floor last week to reduce the apprenticeship hours required for licensure as a barber, cosmetologist, esthetician and nail technician to the same level as the course of instruction in a school.  The measure would allow an instructor to supervise up to two apprentices at the same time.  After the floor substitute was adopted by a voice vote, the House passed HB 323 by a vote of 38 to 33.  The bill is currently awaiting a committee referral in the Senate.

A similar Arizona bill – SB 1399 – establishing apprenticeships with the same hour requirements as the current course of instruction in a school was favorably reported Monday from the Arizona House Military, Veterans and Regulatory Affairs Committee. The measure is currently awaiting review by party caucuses and consideration by the Committee of the Whole.
