Earlier this week, AACS and the higher education community gained access to two U.S. Department of Education documents scheduled to be published in the Federal Register this Friday, June 16, 2017.

The first of the referenced documents provides notice of the Department's intent to host two public hearings in July in advance of a series of Federal Negotiated Rulemaking sessions. The second document announces a delay in implementation of a considerable number of regulations, most notably all of the regulations related to the Borrower Defense to Repayment regulations.

AACS realizes that this favorable information also comes with a considerable number of new questions which your GRC is already seeking additional guidance on from our sources within the Department, on Capitol Hill, and the higher education community. The 85th Texas Legislature concluded its 140-day biennial regular legislative session when it adjourned on Memorial Day after passing several bills that modify the cosmetology regulations in Texas.  The legislature did not pass any bills that reduced the number of clock hours required for cosmetology licensure. Texas remains a 1500 clock hour state.

Among the cosmetology issues that received final legislative approval and are now in the hands of Governor Greg Abbott for signature into law are deregulation of threading, deregulation of shampooing, deregulation of square footage requirements and more.
