Texas’ legislature adjourned their 140-day legislative session, and the following Texas bills received final legislative approval and are headed to Governor Abbott for signature into law:

HB 2738 – which allows credit hour instruction.

HB 2739 – which eliminates specified space requirements for barbering schools.  It also contains language specifying that private beauty culture schools be in a building of permanent construction that’s divided into at least two separate areas, one for instruction in theory and one for clinical work; has adequate space, equipment, and instructional material, as determined by the commission, to provide quality classroom training; and has access to permanent restrooms and adequate drinking fountain facilities.

SB 1502 – which deregulates threading. 

SB 1503 – which removes "shampooing" from the state's barbering and cosmetology scope of practice definition; and abolishes shampoo apprentice permits and shampoo specialty certificates.

SB 2065 – which amends the Occupations Code to prohibit the Texas Commission of Licensing and Regulation from establishing building or facility standards for barber or private beauty culture schools that are not related to health and safety.
