Utah HB 323 was amended on the House floor last week to reduce the apprenticeship hours required for licensure as a barber, cosmetologist, esthetician and nail technician to the same level as the course of instruction in a school. The measure would allow an instructor to supervise up to two apprentices at the same time. After the floor substitute was adopted by a voice vote, the House passed HB 323 by a vote of 38 to 33. The bill is currently awaiting a committee referral in the Senate. A similar Arizona bill – SB 1399 – establishing apprenticeships with the same hour requirements as the current course of instruction in a school was favorably reported Monday from the Arizona House Military, Veterans and Regulatory Affairs Committee. The measure is currently awaiting review by party caucuses and consideration by the Committee of the Whole.
