Special Recap of Texas’ Biennial Legislative Session

The 85th Texas Legislature concluded its 140-day biennial regular legislative session when it adjourned on Memorial Day after passing several bills that modify the cosmetology regulations in Texas.  The legislature did not pass any bills that reduced the number of clock hours required for cosmetology licensure. Texas remains a 1500 clock hour state.

Among the cosmetology issues that received final legislative approval and are now in the hands of Governor Greg Abbott for signature into law are deregulation of threading, deregulation of shampooing, deregulation of square footage requirements and more.
