Long-Awaited Completers List On the Way

Electronic Announcement #78 Provides Long-Awaited Access to Completers Lists
As forecasted in prior editions of the WINK, the Department has certainly made good on their assertion that AACS and all institutions with programs subject to the gainful employment regulations should be watching for a series of additional important Electronic Announcements. Last Thursday, May 26, 2016, Chief Compliance Officer Robin Minor, authored EA#77 – Fulfilling GE Certification Requirements when Updating the E-App and most recently at 5:30 p.m. on Tuesday, May 31 2016, Jeff Baker, Director, Policy Liaison and Implementation, authored the long-awaited and anticipated EA#78 – Draft GE Completers List Files.

Electronic Announcement #77 makes the point of reminding an institution that program updates require the institution to also provide a new GE Certification to cover the updated list of GE Programs. Updates that require a new certification include establishing or re-establishing the eligibility of a program, or changing the name, CIP code, or credential level of a currently-approved GE Program. The EA goes on to inform institutions with program updates that there are two ways to submit the new, required certification: 1) the institution can cut and paste language from a sample certification provided with the EA into Question 69 of their Electronic Application for Approval to Participate in the Federal Student Financial Aid Programs (E-App), or 2) submit a signed copy of the same certification language found in the attachment to their School Participation Team when submitting the signature page for their updated E-App. (Click here to read EA #77 and the Sample GE Certification.)

Electronic Announcement #78 provides "comprehensive information on the distribution of institutions' GE Completers Lists," informing all institutions with programs subject to GE that their initial Completers Lists were sent out on Tuesday to the institutionally designated Student Aid Internet Gateway (SAIG) mailbox under message class GECOMBOP. The EA goes on to remind institutions of the 45-day challenge period provided under the regulations, but makes it clear that, "the 45-day challenge period will not begin until we (the Department) have made available to institutions our new 'GE Completers List Corrections Submission' process which will be accessed through the Gainful Employment tab on the NSLDS Professional Access website.

The Department goes on to inform institution that they anticipate that the "GE Completers List Correction Submission" process will be available to institutions later in June at which time they (the Department) will provide dates for the beginning, "and more importantly, the ending of the 45-day GE Completers Lists corrections submission period." The Department recommends institutions to use the time before the 45-day corrections period official begins to begin to review their specific Draft GE Completers Lists and participate in one or both of the aforementioned June 2 and June 7 webinars. The Department concludes with details about the formatting of the GE Completers List file, the details of the data contained within the file, and explains that "because working with such a complex file structure may be challenging for some institutions, they have developed two tools which will assist institutions in their review and analysis of the information which will be provided to schools in additional EAs later this week and in the future.
