EDUCATION AND EVENTS

Looking through a magazine of pools, it is easy to find well-conceived plans that failed to unify the design with proper material and color selections. Color is one of our basic means of communication and it influences our emotions, so it must be understood and controlled. D231: Color Theory and Its Application introduces the basic dynamics of color, its principles, fundamentals, its psychology, and how to apply the science to project design. Class begins next Tuesday, June 8. Register today!

PHTA is thrilled to have Jessica Long, one of America's most decorated Paralympic champions, as our keynote speaker at the World Aquatic Health Conference this October! Jessica’s life has been nothing short of amazing. Born to a teenage mother in the Siberia cold, burdened by congenital defects in her legs, and placed for adoption at 13 months old, Jessica was able to persevere to become one of the most decorated female athletes in US history. Hear her share her story when you attend WAHC, October 13-15 in Houston, TX.

ADVOCACY

The PHTA Government Relations team continues to press on, monitoring state and local legislation as well as rulemaking nationwide. With 48 state legislatures meeting this week, the GR team is currently advocating in 20 states around the country, lobbying for legislation and rulemaking that benefits PHTA and its members. Priority issues surround the adoption of the International Swimming Pool & Spa Code (ISPSC), Portable Electric Spa Energy Efficiency via adoption of the APSP-14 Standard, Licensing/Certification/Training, Pool & Hot Tub Safety and Education, Prop 65 in California, as well as other areas. The following are a few highlights:

  • APSP-14, Portable Spa Legislation: The adoption of the APSP-14 Standard for portable electric spas for every state is absolutely critical for the hot tub industry. This standard promotes energy efficiency and creates one standard for manufacturers to follow nationwide. In New Jersey, AB 5160 passed the full Assembly and was sent over to the Senate. In Nevada, AB 383 moved at warp speed with a hearing held in the Assembly Ways and Means Committee with the committee voting to approve, sending the bill to the full Assembly. AB 383 was received a hearing in the Senate Growth and Infrastructure Committee. The Committee passed AB 383 unanimously and sent it to the full Senate where it was approved! AB 383 has been sent to the Governor’s desk for his signature. PHTA provided written testimony for each committee hearing.
  • International Swimming Pool & Spa Code (ISPSC) Legislation: The adoption of the ISPSC nationwide is a top priority by PHTA. The adoption of the ISPSC nationwide creates a uniform standard, works in conjunction with other international codes currently adopted, and is the most comprehensive standard for swimming pools and spas. In Texas, House Bill 2205 was approved by the full House one final time to concur with the agreed upon amendments by PHTA and the Apartment Association. HB 2205 has been sent to Governor Greg Abbott for his signature.

*Note: HB 2205 would require the State Department of Health Services to comply with the ISPSC and allow the Department to adopt the ISPSC by reference through the rulemaking process.

*Code Update: The Virginia Department of Housing and Community Development has adopted an updated version of the Virginia Uniform Statewide Building Code. This updated version includes moving from the 2015 to the 2018 International Swimming Pool & Spa Code (ISPSC), and other I-Codes, with state-specific amendments. The state-specific amendments to the ISPSC include additional language on shower requirements. This adoption was published in the Virginia Register of Regulations March 1, 2021, and will be effective July 1, 2021. The adoption can be viewed in its entirety here

Questions or input on any legislative, regulatory, or local matters should be directed to Jason Davidson at jdavidson@phta.org.
