Olympian Rowdy Gaines, PHTA Vice President of Partnerships & Development, participated in a radio tour last week for Healthy Pools Week. Rowdy spoke to 21 radio stations in large, mid-size, and smaller markets across the country over a 4-hour span. He discussed public pools reopening for the summer, a recent Healthy Pools survey about pools and COVID-19, and what swimmers can do to stay safe at the pool. Episode 2 of our Step Into Swim podcast is here! Franceen Gonzales is the Chief Experience Officer at Whitewater West Industries, as well as the PHTA Board Chair. Franceen has over 30 years in amusement park, water park, hotel, and family entertainment management. She's held positions on the board of directors for various groups, including International Association of Amusement Parks and Attractions, World Waterpark Association, and ASTM International, to name a few. Franceen joins Step Into Swim to chat about how she became immersed in the aquatic life at an early age, which wasn't her original plan.

Pool design and pool construction go hand-in-hand. In D231: Color Theory and Its Application, students will come away with an understanding of color and how choosing the right colors for a pool can make or break the design concept. Students will also discuss color psychology, how color affects the viewer, and influences of color and texture on purchasing decisions. Class starts June 8 with instructor Feras Irikat. The PHTA Government Relations team continues to press on, monitoring state and local legislation as well as rulemaking nationwide. With 48 state legislatures meeting this week, the GR team is currently advocating in 20 states around the country, lobbying for legislation and rulemaking that benefits PHTA and its members. Priority issues surround the adoption of the International Swimming Pool & Spa Code (ISPSC), Portable Electric Spa Energy Efficiency via adoption of the APSP-14 Standard, Licensing/Certification/Training, Pool & Hot Tub Safety and Education, Prop 65 in California, as well as other areas. The following are a few highlights:

  • International Swimming Pool & Spa Code (ISPSC) Legislation: The adoption of the ISPSC nationwide is a top priority by PHTA. The adoption of the ISPSC nationwide creates a uniform standard, works in conjunction with other international codes currently adopted, and is the most comprehensive standard for swimming pools and spas. In Texas, House Bill 2205 was approved by the Senate Business and Commerce Committee and will be presented before the full Senate today! If the Senate approves, the bill would need to go back to the full House one more time to approve the agreed upon amendments by PHTA and the Apartment Association. The last day of the legislative session is May 31. PHTA and TPSC are working hard behind the scenes to ensure HB 2205 is passed before the clock runs out.
    *Note: HB 2205 would require the State Department of Health Services to comply with the ISPSC and allow the Department to adopt the ISPSC by reference through the rulemaking process.
