The PHTA Education Partner Program provides students with training options to earn the continuing education credits necessary for our certification programs. By becoming an Education Partner, you and your organization will be able share your expertise to raise the level of professionalism in the industry and reach a wide audience of students. Education Partners' approved programs are promoted on the PHTA website, social media accounts, and newsletter.
  
Join PHTA on April 19 and 21 for a live, virtual training about the 2018 ISPSC. This course is designed to help builders and inspectors understand the many changes to pool construction, including calculations of the total dynamic head (TDH), SOFAs, barriers, and additional construction requirements. This course addresses the code regarding quality, safety, energy, and conservation per the ANSI/PHTA-approved standards. This course was developed by PHTA and ICC and satisfies the eligibility for specific jurisdictional requirements to qualify as a third-party inspector.
D211: Elements on Design begins on May 4, and registration is open now! This course is an introduction to the fundamentals of good design and will teach you how to lay out the different improvements in your projects (pool, spa, patio, etc.). Instructor Jason Brownlee, ASLA, SWD Registered will break the fundamentals down into two categories: the Elements of Design and the Principles of Design. Once you have a good grasp of the fundamentals, you will learn how to apply them. The course will start with short practice exercises and build up to a final project: creating a master plan that includes a pool and spa.
GENESIS® D204: 3D Modelling + Presentation Graphics wrapped up last week. Premier Pools & Spas registered several of their employees for the course, and each had their own positive takeaways. One was "thrilled with 3D warehouse as a new resource," and another "really appreciated the landscape design conversation."

Student Kyle Willis said, "This class has been really good for me. This presentation class will help me create a better product and presentation for my clients."

The Awards of Excellence program recognizes and rewards installations of pools, spas, hot tubs, and water features that showcase the most beautiful and creative work in the industry. Hundreds of entries are submitted each year, representing member firms across the United States and around the world. This event is open to PHTA members only. The submission deadline for the 2021 Awards of Excellence is July 7, 2021.

Meet Tim Breuning, who has been a member of PHTA for six years. He is currently the vice president of the St. Louis PHTA Chapter. The thing that Tim enjoys most about being a PHTA volunteer is "being there to support others. I want to be an asset and a contact that people can come to for help, support, and advice. Our chapter is a good chapter that has done a good job at giving back in many ways, and I want to help keep that tradition going."

STANDARDS AND CODES
PHTA has issued a call for participation on a PHTA-10 Standard Writing Committee (SWC) to develop a new PHTA/ICC-10 Standard for Elevated Pools, Spas, and Other Aquatic Venues Integrated into a Building or Structure for approval by the American National Standards Institute (ANSI). All stakeholders, including designers, manufacturers, builders, installers, operators, service companies of swimming pools and spas, regulatory bodies, building code officials, public health officials, and consumers are invited to apply for the PHTA-10 SWC.
PHTA announces a call for participation on the PHTA-15 Standard Writing Committee (SWC) to revise the ANSI/APSP/ICC-15 2011 American National Standard for Residential Swimming Pool and Spa Energy Efficiency. The PHTA-15 SWC is tasked with obtaining American National Standards Institute (ANSI) approval of the revised standard by August 2021. We encourage all industry stakeholders to participate in the revision process.

PHTA sent a document back in January noting the proposed Prop 65 changes by the California Office of Environmental Health Hazard Assessment (OEHHA) to limit use of the short-form version of the safe harbor warning. Recognizing these proposed changes would be harmful to PHTA members, we reached out to other organizations we thought would have similar concerns, which would also allow us to have a larger voice as a coalition of interested associations, groups, and companies. Additional comments and articles provide the detailed reasons why this proposal is poorly timed and quite burdensome and costly for companies who recently spent significant resources when implementing the 2018 changes.

The PHTA Government Relations team continues to press on, monitoring state and local legislation as well as rulemaking nationwide. With 48 state legislatures meeting this week, the GR team is currently advocating in 20 states around the country lobbying for legislation and rulemaking that benefits PHTA and its members. Priority issues surround the adoption of the International Swimming Pool & Spa Code (ISPSC), Portable Electric Spa Energy Efficiency via adoption of the APSP-14 Standard, Licensing/Certification/Training, Pool & Hot Tub Safety and Education, Prop 65 in California, as well as other areas. The following are a few highlights:

  • APSP-14, Portable Spa Legislation: The adoption of the APSP-14 Standard for portable electric spas for every state is absolutely critical for the hot tub industry. This standard promotes energy efficiency and creates one standard for manufacturers to follow nationwide. In Massachusetts, Governor Charlie Baker signed Senate Bill 9. In Maryland, a hearing was held for SB 418 in the House Economic Matters Committee. PHTA provided written and oral testimony in support. Additionally, a hearing was held in Nevada for AB 383. PHTA submitted written testimony in support of the proposed legislation.
  • International Swimming Pool & Spa Code (ISPSC) Legislation: The adoption of the ISPSC nationwide is a top priority by PHTA. The adoption of the ISPSC nationwide creates a uniform standard, works in conjunction with other international codes currently adopted, and is the most comprehensive standard for swimming pools and spas. In Missouri, the House Special Committee on Small Business passed HB 489. The proposed legislation will now go to the full House of Representatives.
  • Licensing/Certification/Training: Ensuring that swimming pools and spas are constructed in accordance with the ISPSC by licensed professionals, that instructors are trained and properly certified, and access to online training is a key initiative by PHTA. In Montana, SB 152, which would allow the Department of Public Health and Human Services to adopt rules relating to the licensing of operators of public swimming pools and bathing places, passed the legislature and was sent to Governor Gianforte for signature.
  • Decarbonization: “Decarb Efforts” have been gaining traction and significantly impact the goal of balanced energy solutions. In Nevada, a hearing was held on April 6 for AB 380, which places onerous and burdensome requirements on natural gas public utilities. PHTA raised awareness of the hearing via social media and submitted a written testimony in opposition.
  • Prop 65 (California): California Proposition 65 (Regulation ID CA62818), which would limit use of the short-form version of the safe harbor warning, was published in the California Register. PHTA and CPSA signed on to coalitions' letters submitted by the National Association of Manufacturers and the California Chamber of Commerce in opposition to the proposed rules. Comments were due March 29. Staff will review the rule and any comments received.
