In September of last year, a the Florida Board of Professional Engineers proposed to create a definition for "traffic engineering" (Rule 61G15-18.011, F.A.C.). Upon review by the FLASLA Government Affairs Committee, this rule proposed to restrict and exclude certain area of the practice of landscape architecture, giving only a professional engineer the ability to plan and design for transportation related elements such as roads, parking lots, bike paths, etc. The rule change also proposed to restrict landscape architects from interpreting and implementing the design standards that allow landscape architects to plan, design, and implement transportation related landscapes. FLASLA filed comments to this proposed rule change and challenged the Statement of Estimated Regulatory Costs (SERC) that were prepared by the FBPE. Following FLASLA's comments and SERC challenge, a recommendation to withdraw the rule change was presented to the FBPE by the Joint Administrative Procedures Committee of the Florida Legislature, in a letter from the Assistant Attorney General. On January 7, 2016, the rule change was withdrawn. The FLASLA Government Affairs Committee continues to monitor this issue as the FBPE continues to discuss this topic.
