CCNA Update

FES has suggested new CCNA language, which has been provided to the GAC for review. It would be prudent to invite an FES representative to attend a future GAC call to discuss this issue in more detail. In the meantime, GAC members should review the language that has been circulated and provide any feedback or comments they might have. The surveyors and mappers have indicated that they will oppose any attempts to amend the CCNA related to continuing contracts.

Trails

The GAC trails subcommittee needs to be established as soon as possible so that the subcommittee can meet and develop a task list, including a meeting with Department of Transportation (DOT) Secretary Jim Boxold and appropriate trails staff in order to coordinate with the Department and ensure that landscape architects are fully included in its new SunTrail program.

2016 Pre-Filed Legislation

Public Private Partnerships/Public Procurement Practices

HB 97 by Representative Steube; SB 124 by Senator Evers

These bills contains provisions related to public private partnerships. Among other provisions, they require design criteria packages to be submitted by an architect, engineer, or landscape architect. The bills are fully inclusive of landscape architects but will monitored closely for amendments.

Public Records and Public Meetings

HB 95 by Representative Steube; SB 126 by Senator Evers

These bills are linked to the main public private partnership bills. They contain an exemption from public records and public meeting requirements for unsolicited proposals held by a responsible public entity for a specified period.
