Programming included panels on New York maritime safety and commerce, opportunities for attracting investment through ports, and the role of public ports in the U.S. economy. AAPA President &amp; CEO Sang Yi participated as a keynote panelist alongside port leaders from the Port of Albany-Rensselaer, the Ogdensburg Bridge &amp; Port Authority, and the Toledo-Lucas County Port Authority. <title><![CDATA[Port of Baltimore Earns Top U.S. Coast Guard Security Assessment for 17th Consecutive Year]]></title>

<description><![CDATA[The Maryland Port Administration-managed public terminals of the Helen Delich Bentley Port of Baltimore received a top annual security assessment from the U.S. Coast Guard for the 17th consecutive year, covering cyber and physical security requirements across six marine terminals. Recent security enhancements at the public terminals include high-mast lighting and fencing, stronger gate and fence lines, heightened cybersecurity and access control programs, and closed-circuit cameras. The Port handled approximately 50 million tons of cargo in 2025, its second-best year on record, and set new records for shipping containers at its Seagirt Terminal and for ship calls. Baltimore ranked 10th among U.S. ports for foreign cargo value and 11th for total tonnage, and generates more than 20,300 direct jobs with nearly 273,000 jobs in Maryland connected to the Port.]]></description>

<title><![CDATA[Port of Seattle Approves Long-term Lease Amendment with Norwegian Cruise Line Holdings]]></title>

The Port of Seattle Commission approved a lease amendment with Norwegian Cruise Line Holdings Ltd. (NCLH) securing the company's homeport presence in Seattle through 2035, with options to extend through 2045. The agreement includes a guaranteed minimum of 325,000 revenue passengers per year, representing an estimated $116 million in port revenue over the 10-year term, with up to $316 million possible if extensions are exercised. Environmental commitments include a demonstration project for sustainable non-fossil maritime fuels, a goal of 100% zero-emission shoreside operations by 2030, and continued participation in underwater noise reduction programs ECHO and Quiet Sound. NCLH has maintained a continuous partnership with the Port of Seattle since 2000 and will homeport four ships from Pier 66 during the 2026 season.

Port Freeport and its port community handled 39.3 million tons of total foreign waterborne cargo in Calendar Year 2025, an 8.7 percent increase from 2024, according to U.S. Census Bureau Foreign Trade Statistics. The Port advanced from 14th to 13th nationally in total foreign waterborne tonnage, from 5th to 4th among Texas ports, and from 10th to 9th nationally in foreign waterborne export tonnage. Port Freeport's operations contribute more than $157.3 billion in annual economic activity nationwide and support 266,300 jobs, per a 2022 Economic Impact Study by Texas A&amp;M Transportation Institute.

The partnership centers on a customer-facing application called TEID-RDC, which allows shippers to enter cargo dimensions, weight, and railcar specifications to quickly determine routing feasibility for oversized shipments including power transformers, wind turbine components, and industrial generators. Currently, planning such moves can take weeks or months due to required reviews of bridge clearances, tunnel restrictions, track geometry, and routing limitations across multiple railroad systems. UTC Transoceanic is a joint venture between New Orleans-based Transoceanic and Houston-based UTC Overseas, and is headquartered in New Orleans.]]></description>

<title><![CDATA[Port of Long Beach Establishes $1 Million Clean Fuel Bunkering Challenge]]></title>

The Port of Long Beach has created a $1 million award for the first oceangoing vessel to refuel with methanol on a commercial scale at its harbor, approved by the Long Beach Harbor Commission on May 27, 2026. The Clean Fuel Bunkering Challenge is intended to accelerate the maritime industry's transition to cleaner fuels; methanol currently reduces nitrogen oxide emissions by up to 50%, sulfur oxides by 95%, and particulate matter by 90% compared to conventional marine fuel. Methanol is not presently available at the Port, requiring methanol-capable vessels to depart using conventional bunker fuel, and refueling with methanol costs approximately $1.5 million per call versus $1 million for conventional fuel. Each tour accommodates approximately 250 passengers, with tickets distributed on a first-come, first-served basis and registration opening two weeks before each tour date at 8 p.m. The first tour of the season departs June 12 at 6:45 p.m., with tickets available beginning June 2 at 8 p.m.

<description><![CDATA[The American Association of Port Authorities announced that Bethann Rooney, Port Director at the Port Authority of New York and New Jersey, has joined its Board of Directors, representing the Max Dues payer category of port members. Rooney brings more than three decades of experience at PANYNJ, where she has held progressively senior roles since 1993, and is the architect of the Port of New York and New Jersey's Council on Port Performance, the first forum of its kind in the United States. Earlier in her career, she served as the agency's first-ever manager of port security, a position to which she was appointed one day after the September 11 attacks and held for more than 13 years.

<description><![CDATA[The Federal Highway Administration (FHWA) has announced a Notice of Funding Opportunity (NOFO) for the Reduction of Truck Emissions at Port Facilities (RTEPF) grant program, with $150 million available and applications due June 19, 2026. Eligible projects must be located within or adjacent to a port or intermodal facility and may include truck parking, on-truck emissions reduction technologies, enhanced rail connections or grade separation, or other efficiency improvements. Applications will be evaluated on three criteria: reduction of port emissions, innovation in emerging transportation technologies, and community reinvestment. Following $160 million in awards from 2023 and a Congressional reallocation of $90 million from the program to other uses, this is likely the final opportunity to apply for an RTEPF grant.

Georgia Ports Authority's Gainesville Inland Port has been operational since May 4, 2026, offering direct daily rail service between Northeast Georgia's manufacturing hub and the Port of Savannah in partnership with Norfolk Southern. The facility serves a local market of 330 manufacturers and is expected to shift 26,000 containers to rail in its first year, reducing truck traffic on Georgia highways and cutting emissions. At full build-out, the $134 million facility will have an annual capacity of 200,000 containers. GPA also funded $4.8 million in Hall County road projects to reduce the railyard's traffic impact on surrounding Gainesville communities.

The Port Authority of Guam has launched a port-wide emissions inventory effort as part of its federally funded Clean Ports Program, aimed at supporting the development of Guam's long-term Zero-Emission and Zero-Waste strategy. The initiative, conducted with support from consultant Jacobs and members of the Port Users Group, focuses on compiling greenhouse gas and climate air pollutant data from vessels, cargo handling equipment, fleet vehicles, harbor craft, drayage trucks, and other fuel-powered equipment operating at the port. The effort is part of a $2.4 million Clean Ports Program award the port received through the U.S. Environmental Protection Agency's Climate and Air Quality Planning Competition, which was officially launched in January 2025. The emissions inventory is intended to establish a baseline of emissions activity to support future sustainability, resiliency, and modernization planning initiatives at Guam's only commercial seaport.

The center doubles the number of on-site staff focused on cybersecurity and offers enhanced technological capabilities to protect the data networks critical to port operations, which currently block or stop an attempted cyberattack every three seconds. The announcement was made by Port CEO Dr. Noel Hacegaba alongside Long Beach Board of Harbor Commissioners President Frank Colonna and U.S. Coast Guard Rear Admiral Jeffrey Novak. Also at the briefing, Hacegaba reported the port moved nearly 818,000 TEUs in April 2026, the third-best April on record, though overall volumes were down 5.7% from April 2025.]]></description>

Port Freeport and its port community handled 39.3 million tons of total foreign waterborne cargo in Calendar Year 2025, an 8.7 percent increase from Calendar Year 2024, according to the U.S. Census Bureau's Foreign Trade Statistics. The port improved its national ranking to 13th in total foreign waterborne tonnage, up from 14th the previous year, and advanced from 5th to 4th among Texas ports by the same measure. Port Freeport also moved up from 10th to 9th in the nation for foreign waterborne export tonnage. The port's operations contribute more than $157.3 billion in annual economic activity nationwide, according to a 2022 Economic Impact Study by Texas A&amp;M Transportation Institute.

The Northwest Seaport Alliance and Husky Terminal welcomed the inaugural vessel call under a revised FP2 service rotation on May 9, with Tacoma now serving as the first port of call instead of Vancouver. Cargo discharged from the ONE Owl was transferred to rail at the NWSA-operated North Intermodal Yard, with the first train loaded within hours of vessel arrival and all import rail cargo loaded within 48 hours of discharge. The timeline was fast enough to put imports on track to reach Chicago before the vessel arrived at its second port of call in Vancouver. The shift positions the NWSA gateway as an earlier U.S. entry point for transpacific cargo, increasing the volume of discretionary cargo handled at Husky Terminal.

<description><![CDATA[The House Committee on Appropriations released its Fiscal Year 2027 Transportation, Housing, and Urban Development bill on May 20, which includes a record $538 million appropriation for the Port Infrastructure Development Program, the sole source of federal funding exclusively available for port freight infrastructure. The bill also includes $550 million for the BUILD grant program, $523 million for the CRISI grant program, $40 million for the Federal Maritime Commission, and $7 million for the United States Marine Highway Program. The legislation follows a Maritime Administration announcement in April of $774 million in PIDP awards and the White House's release of its Maritime Action Plan, both of which called for expanded PIDP funding. The Senate Appropriations Committee must still introduce its version of the bill, and Congress may instead pass a short-term Continuing Resolution that delays FY27 spending decisions into calendar year 2027.

<title><![CDATA[AAPA Analyzes Draft Surface Transportation Reauthorization Bill]]></title>

House Transportation and Infrastructure Committee Chairman Sam Graves and Ranking Member Rick Larsen recently released a draft Surface Transportation Reauthorization bill titled the "BUILD America 250 Act," which the American Association of Port Authorities has reviewed. The draft bill includes several provisions favorable to ports, such as elimination of a 30% cap on multimodal projects for the INFRA grant program, permanent reauthorization of the Freight Logistics Optimization Works Program, and several permitting reforms intended to improve project delivery. However, AAPA noted the draft does not include advanced appropriations for the Port Infrastructure Development Program, for which President Trump's FY27 budget requested $500 million. The current surface transportation authorization expires September 30, and AAPA is encouraging the Senate to include advanced appropriations for PIDP and other key grant programs as the legislation moves forward.

The Port of Hueneme held a graduation ceremony at Oxnard College honoring 30 students from the Oxnard Union High School District who completed the Spring 2026 Global Trade &amp; Logistics (GTL) class. The award-winning program, offered in partnership with the district, introduces local juniors and seniors to careers in maritime, supply chain management, and related fields through 12 sessions covering imports and exports, cargo systems, safety and security, and industry career pathways. GTL is part of the Port's broader S.P.E.E.D. initiative, which aims to build educational and career pipelines for area students and families. Following each program cycle, one standout student is selected to join the Port as an intern. Former GTL participants have gone on to secure internships, pursue higher education in logistics, and obtain employment in the regional workforce and maritime industry.

The corridor will link the Port of Long Beach to the Wonderful Logistics Center, a 2,000-acre master-planned logistics facility in Shafter, Kern County, approximately 150 miles away, through which more than 300,000 TEUs of imports and exports flow between the San Pedro Bay ports complex and the southern Central Valley each year. Lincoln Transportation Services will serve as the corridor's inaugural lead truck ambassador, with 300 Tesla Semi electric trucks on order and the first 50 to 70 expected to arrive in June.]]></description>

Programming will include free tours of active-duty U.S. Coast Guard and U.S. Naval vessels from 10 a.m. to 6 p.m. each day, an expo of more than 90 military and first responder exhibits, aircraft flyovers, culinary and talent competitions, and food and beverage vendors, with free trolley and shuttle services available throughout the event. This year's event will feature special programming honoring the 250th anniversary of the signing of the Declaration of Independence. Two free welcome parties are also planned: a downtown San Pedro event on May 21 from 5-9 p.m. and a Wilmington Welcome Reception on May 22 from 5:30-8:30 p.m. at the historic Banning Museum.

<description><![CDATA[The Federal Aviation Administration (FAA) has released Notice of Proposed Rulemaking (NPRM)&nbsp;establishing a process for fixed-site facilities, including ports, to request restrictions on unmanned aircraft operations near critical infrastructure.
&nbsp;
Under the proposal, eligible facilities could apply for an "Unmanned Aircraft Flight Restriction" (UAFR), creating defined airspace restrictions for drone operations, with a more restrictive "Special UAFR" framework available for certain national and high security facilities.
&nbsp;
Ports and maritime infrastructure could potentially qualify under eligible sectors including Transportation Systems, Government Services and Facilities, and the Defense Industrial Base.
&nbsp;
AAPA is reviewing the proposal and considering submitting comments on port eligibility and maritime operational considerations. AAPA is soliciting member feedback on questions including potential port uses for SMRs, regulatory and economic barriers to adoption, insurability and liability considerations, and workforce development needs, ahead of drafting industry comments.

Ports of Indiana stated the program is intended to expand to additional port locations through university partnerships to help meet the state&rsquo;s logistics workforce needs. The Port of New Orleans (Port NOLA) will celebrate its tenth annual Maritime Month from May 1&ndash;31, 2026, alongside National Maritime Day on May 22. The 2026 observance coincides with the kickoff of SAIL 250, a nationwide commemoration of America&rsquo;s 250th anniversary, with New Orleans serving as the first U.S. stop for an international flotilla of tall ships from May 28 through June 1. Throughout the month, Port NOLA will recognize key national observances and host community engagement activities in partnership with maritime stakeholders. The campaign will officially launch with a resolution by the Port NOLA Board of Commissioners declaring May 2026 as Maritime Month and May 22 as National Maritime Day. The celebration will conclude with SAIL 250 festivities along the Mississippi River, featuring events, festivals, educational programming, and a live FOX 8 broadcast onboard the General Roy S. Kelley Fireboat.

The report cited the Port&rsquo;s diversified revenue streams - including aviation, maritime shipping, commercial real estate, and utilities - as well as stable financial metrics supporting operations. Additional factors included consistent cargo volumes, strong financial management, solid cash reserves, and manageable debt levels. The Port of Savannah handled 5.6 million TEU in 2024 and recorded monthly volume records in February and March 2025, while also addressing vessel backlogs caused by weather-related disruptions. The Maryland Port Administration (MPA) has promoted Nick Porter to director and Jeff Gutowski to deputy director of its Business Development department at the Helen Delich Bentley Port of Baltimore. Porter, who joined MPA in 2017, has focused on container accounts and played a role in the port&rsquo;s record container volumes, while Gutowski, who joined the department in 2025, previously managed operations and rail activities and supports the port&rsquo;s roll on/roll off business. The Port of Baltimore handled approximately 50 million tons of cargo in 2025, its second-best year on record, and set new records for container volumes and ship calls. The port also led the nation in handling roll on/roll off farm and construction equipment and imported forest products, while ranking 10th in U.S. ports for foreign cargo value and 11th for total tonnage. The port supports more than 20,300 direct jobs and nearly 273,000 jobs statewide.

<title><![CDATA[AAPA Congratulates FY2025 PIDP Grant Recipients and Highlights Record Funding]]></title>

The American Association of Port Authorities (AAPA) congratulated 37 recipients of Fiscal Year 2025 Port Infrastructure Development Program (PIDP) grants, following the announcement by the U.S. Department of Transportation&rsquo;s Maritime Administration (MARAD). The awards will fund more than $774 million in port and maritime infrastructure projects, including terminal upgrades, multimodal improvements, and new equipment.
&nbsp;
The funding includes both new allocations and re-awarded dollars from rescinded grants, resulting in a record single-year PIDP distribution exceeding the previous $703 million record set in FY2022. AAPA also recognized 18 member ports among the recipients and noted that the FY2026 PIDP application cycle is open through June 1, with $488 million currently available. MARAD is offering 30-minute debriefs to unsuccessful FY2025 applicants, with requests to be submitted by email.

<description><![CDATA[The Port of Oakland handled 198,667 TEUs in March 2026, up from 163,254 TEUs in February, as vessel calls increased from 72 to 86 and cargo activity returned to more typical levels. Imports totaled 99,091 TEUs and exports reached 99,576 TEUs, maintaining a balanced trade profile for the month. Despite the month-over-month gains, March volume was down 8.6% compared to the same period last year, and year-to-date volume through the first quarter totaled 557,859 TEUs, a 7.3% decrease year over year. The increase in March activity signals strengthening cargo flow heading into the second quarter.]]></description>

The Maritime and Port Authority of Singapore, the Port of Long Beach, and the Port of Los Angeles have renewed their memorandum of understanding on the Green and Digital Shipping Corridor for an additional three years, continuing a partnership first established in 2023. The agreement supports decarbonization, digitalization, supply chain resilience, and energy security along the trans-Pacific trade route. Since its launch, the initiative has completed a baseline study, onboarded industry partners for pilot trials, and advanced workstreams focused on alternative fuels, digitalization, and energy efficiency. The ports have also progressed alternative fuel bunkering capabilities and conducted port-to-port data exchange testing, with plans to expand pilot projects and deploy low- and zero-emission solutions in the next phase.

The Board of Directors of PhilaPort has selected Rich Lazer as the port&rsquo;s next Executive Director and CEO, effective June 1, 2026, succeeding Jeff Theobald following his announced retirement. Lazer currently serves as Executive Director of the Philadelphia Parking Authority and has held senior leadership roles in Philadelphia city government, including Deputy Mayor for Labor, and has been a member of the PhilaPort Board since 2019. His appointment follows a global search process that attracted more than 100 applicants. Under Theobald&rsquo;s leadership since 2016, PhilaPort more than doubled cargo volumes, secured over 180 acres for expansion, completed the Delaware River Main Channel Deepening Project, and advanced nearly $1 billion in capital improvements.
