The "Implementing Recommendations of the 9/11 Commission Act" approved by the U.S. Congress in 2007 requires the scanning at foreign ports of all U.S.-bound maritime containers. This provision, known as the 100 percent scanning mandate, had an effective date of July 1, 2012, but also allowed the Secretary of the Department of Homeland Security (DHS) to delay implementation in two-year increments if 100% scanning was not feasible. In 2012, the secretary notified Congress that DHS would extend the implementation deadline for two years as permitted by law.

Fiscal 2013-14 was a banner year for the Georgia Ports Authority, with cargo tonnage and Ro/Ro traffic at all-time highs and the container count exceeding 3-million TEUs for the first time ever. An upsurge in Bay area construction activity drove Redwood City port cargo traffic to an eight-year high in FY 2013-14. Container volumes continue at record levels at Port Saint John, with the first half 2014 TEU count up 15.9 percent from a year ago. The Toronto Port Authority (TPA) earned a profit in 2013 for the sixth year in a row.

Big Ships, Big Challenges: The Impact of Mega Container Vessels on U.S. Port Authorities, a research paper authored by Noel Hacegaba, Ph.D., in fulfillment of a requirement of AAPA’s Professional Port Manager (PPM®) program, has been approved by the Curriculum Committee. The paper is available on the AAPA website free of charge to AAPA members. Dr. Hacegaba is acting deputy executive director and chief operating officer of the Port of Long Beach.

The Long Beach Board of Harbor Commissioners on July 28 re-elected Doug Drummond president for the next 12 months. Christopher Boucher has been appointed director of human resources for the Port of Oakland. John A. Bolduc, the Port of San Diego’s vice president of public safety since 2011, is now its chief executive officer.

With the support of the Hamilton Port Authority, City Kidz has developed a multi-use space for programming and activities for teenagers. The Port of Port Arthur recently completed Camp SeaPort 2014, a week of port-sponsored adventures, designed to introduce high school level students to careers in the maritime industry.

The Port of Palm Beach has been awarded $1,995,000 in security grant funding through the 2014 Preparedness Grant Program funded through the U.S. Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA). Port Tampa Bay’s application for grant funding through the Federal Emergency Management Agency’s Seaport Security Grant Program has been fully approved in the amount of $1,688,475.
