ECLAC reports container throughput at Latin American and Caribbean ports turned sluggish in 2012, with the annual growth rate falling to 4.3 percent from 15.9 percent in 2010 and 13.9 percent in 2011. The decline, says the agency, reflects a slowdown in the region's foreign trade caused by recession in Europe and slower growth in the United States and China.

The board of directors of the Massachusetts Port Authority (Massport) has approved a Business Plan and Budget for FY 2014 of $592 million, an increase of 2.5 percent, or $14.4 million, from FY 2013. About $403 million, or roughly 70 percent of the budget, will fund day-to-day operations of Massport's aviation, maritime and real estate business lines, as well as its support departments. The balance will go to the capital program to maintain the runways, terminals, roadways and docks.

The Cleveland-Cuyahoga County Port Authority's board of directors on June 25 took the first steps to place a levy renewal on the November countywide ballot. The levy proceeds would fund projects the port says are "critical to Cleveland Harbor, and the jobs and companies that depend on it."

 Barbara A. Canales was officially sworn as a Corpus Christi port commissioner by Nueces County Judge Lloyd Neal at a ceremony held June 21 at the port administration building. She was selected by Nueces County Commissioners to fill the port commission vacancy created by the recent resignation of Mike D. Scott. She will complete the remainder of Mr. Scott's term.

 After a nationwide search, the Port of Everett has selected Everett native John Carter to fill the chief financial officer (CFO) post left open by the retirement of Karen Clements. At the port, Mr. Carter will hold the third highest ranking position, reporting directly to Executive Director John Mohr. He will be responsible for the port's $56 million-plus capital and operating budgets, its investment portfolios, risk management, bond issuance, and overseeing information technology.

The board of directors of the Georgia Ports Authority on June 24 elected Robert S. Jepson Jr. to his second term as chairman of the board. Mr. Jepson was originally appointed to the board in 2008 and previously served as vice chairman. The board also elected a new vice chairman, James A. Walters, and secretary/treasurer, Stephen S. Green.

 Harris County Commissioners Court on June 25 appointed long-time labor leader Clyde Fitzgerald to the Houston Port Commission. The new commissioner is a 50-year veteran of the Houston waterfront and currently president of the South Atlantic & Gulf Coast District of the International Longshoremen's Association. He joined his father on the docks in 1959 and later served as president of ILA Local 28 for 20 years.

Gov. Bobby Jindal on June 26 signed legislation that supports Louisiana's ports by extending a tax cargo credit to certain port projects. SB 122 modifies the state's Investor Tax Credit (ITC) and the Import-Export Tax Credit (IETC) by expanding the types of projects that qualify for exemptions. Projects that will qualify for the credit include warehousing and storage, port operations, marine cargo handling, ship building and repairs, and oil and gas activities.

 Carnival Cruise Lines on June 27 announced its will deploy the 3,006-passenger Carnival Sunshine to New Orleans November 18, replacing the current 2,984-passenger Carnival Conquest. Carnival Sunshine, which recently underwent a massive $155 million upgrade, will sail regular seven-day western and eastern Caribbean itineraries from New Orleans through April 2014, when Carnival will reposition the 3,646-passenger Carnival Dream from Port Canaveral.

The Port of Oakland, in collaboration with local and federal agencies, recently hosted the placement of a maritime visibility sensor at the Ben E. Nutter Terminal (Berth 38), which is operated by Seaside Transportation Services, LLC and home to Evergreen Marine Corporation. The sensor is a continuously operating visibility data collection platform that helps mariners to make informed decisions in foggy or low-visibility situations, thus making the bay safer for marine traffic.

Port Everglades welcomed the U.S. Army Corps of Engineers' release of its draft report for deepening and widening the South Florida seaport's navigational channels. Release of the USACOE Feasibility Report with Draft Environmental Impact Statement for Port Everglades Harbor, on June 28, kicked off an official 45-day comment period in accordance with the National Environmental Policy Act.

Standard & Poor's (S&P) Ratings Services has reaffirmed the Tampa Port Authority's credit rating of A- and assessed its outlook as "stable." The S&P rating is the latest in a continued series of positive ratings received by the port authority in recent years not only from S&P, but also from Moody's and Fitch Ratings.

In newly released financial statements, the Toronto Port Authority (TPA) reports record net income of C$19.7 million for fiscal 2012. All TPA's business operations recorded gains in 2012, with the airport generating the greatest return and largest increase in income, year on year. The airport's operating income, including airport improvement fees (AIF), was C$24.1 million, up C$4.9 million from 2011.
