An Oregon judge has ruled in favor of the Oregon International Port of Coos Bay’s permit for the development of an access channel and multipurpose vessel slip on the North Spit of lower Coos Bay. Following the decision, the Oregon Department of State Lands (DSL) issued a final order affirming its decision to approve the port’s removal-fill permit for the Oregon Gateway Marine Terminal.

The Port of Duluth-Superior welcomed its first oceangoing ship ("saltie") of the 2013 commercial shipping season at 12:58 a.m., Saturday, March 30, when the Hong Kong-flag Federal Hunter sailed under Duluth’s Aerial Lift Bridge. That was more than a week earlier than last year’s first arrival, the Arubaborg on April 6, 2012. It was also the earliest arrival ever for a vessel making the full transit of the Great Lakes-St. Lawrence Seaway (GLSLS) system from Montreal to Duluth.

The $50 million in additional port deepening funds proposed by Georgia Gov. Nathan Deal has been approved by the state legislature and now awaits the governor’s signature. Counting previous funding, Georgia has allocated $231.1 million so far toward the state’s portion of the Savannah Harbor Expansion Project (SHEP). SHEP will deepen Savannah Harbor from 42 feet to 47 feet and make other improvements such as a larger turning basin and wider channel turns.

Two Memoranda of Agreement with the U.S. Army Corps of Engineers for maintenance dredging were approved by the port commission of the Port of Houston Authority at its March 26 meeting, including up to $550,000 for maintenance dredging of Barbours Cut Terminal berths and up to $400,000 for maintenance dredging for Bayport Terminal berths.

The Port of Indiana-Burns Harbor celebrated the opening of the 2013 international shipping season with the arrival of the German tanker Sloman Herakles on April 1 carrying 12,860 tons of liquid fertilizer for Frick Services. Later in the week, the Federal Welland discharged 5,100 tons of steel coils imported from the Netherlands. The ship is owned by the Canadian-based Fednav Group, the largest ship operator on the Great Lakes and parent company to Port of Indiana terminal operator Federal Marine Terminals.

A ceremony at the Port of Los Angeles on April 3 marked the completion of the port Main Channel Deepening Project. Conducted by the U.S. Army Corps of Engineers, the 10-year, $370 million project involved deepening to 53 feet of the port’s 45-foot Main Channel, the West Basin Channel and East Basin Channel. That is sufficient to accommodate the largest container ships currently in service.

Port of Oakland staff provided a progress report on its policy strengthening efforts to the Oakland Board of Port Commissioners at the board’s regularly scheduled public meeting on March 28. Updates included a new purchase card policy (PCard), other important policy revisions being made, employee ethics training and communications, all oriented toward changing the port culture to one that adheres to the highest standards of ethics, accountability and transparency.

About $10 million in Mississippi state general obligation bonds have been earmarked for the construction of a wood pellet exporting facility at the Port of Pascagoula. The funds are contained in a $196 million state bond bill approved April 1 by the Mississippi House and Senate and now awaiting the expected approval of Gov. Phil Bryant.

Saint John has been designated a delivery point for TransCanada’s Eastern Oil Pipeline Project. TransCanada announced April 2 that it would accept binding commitments from interested parties for a pipeline to transport crude oil from Western Canada to Eastern Canadian markets.

In an effort to strengthen its security role for the Port of San Diego’s Harbor Police Department has formed a training partnership with the Los Angeles Port Police. Harbor Police Chief John Bolduc signed a Memorandum of Understanding (MOU) with Los Angeles Port Police Chief Ronald J. Boyd on April 5 in San Diego. The Port of Los Angeles, in partnership with the State of California Emergency Management Agency and the U.S. Department of Homeland Security, has developed the country's first maritime training course, the Regional Maritime Law Enforcement Training Center.

Port of Seattle has signed-on as a participant in Green Marine, a voluntary environmental program for the maritime industry in North America. It is the first U.S. port outside of the Great Lakes region to join the group. Green Marine addresses nine key environmental issues including air emissions, community impacts (noise, dust, light) and environmental leadership. The program encourages participants – ship owners, ports, terminals and shipyards to reduce their environmental footprint by taking concrete actions.

As part of its commitment to environmental stewardship, the Tampa Port Authority works with Audubon Florida, as well as state and federal regulatory conservation agencies in Florida, to provide protection annually for nesting birds and their young in the Hillsborough Bay area. The official bird nesting season extends from April 1 through August 31.
