With just three months to go before opening ceremonies at the XXII Latin American Congress of Ports of AAPA in Bogotá, Colombia, the organizing committee is experiencing tremendous interest in this year’s event by leaders of the global ports and maritime industry. The objectives of the congress are to provide excellence in academic content within the congress’ general theme – The Integration of Latin American Ports with the World in the Era of Free Trade Agreements and Common Markets – and excellence in the overall activities to be offered during the three days in Bogotá.

Plans are underway for an outstanding Commissioners Seminar, June 4-6, at the Westin Beach Resort & Spa in Ft. Lauderdale. There is no better program for a thorough examination of the role of governing board members, a great source of information for both new and experienced commissioners. The seminar will focus on the port commissioner’s role in challenging economic conditions and an evolving public port setting.

The Board of Commissioners of the Port of Brownsville on March 26 unanimously approved the port’s TIGER IV grant agreement with the U.S. Department of Transportation. The $12 million grant will be administered by the Maritime Administration and will be used to construct an all-purpose cargo dock.

Port of Greater Baton Rouge
The American Short Line and Regional Railroad Association is honoring the Coos Bay Rail Link (CBR) for the second year in a row with its Jake Award for “a perfect safety record with no reportable injuries.” The association recognizes safety efforts in the short line railroad industry for railroads that achieve injury-free operations or an injury frequency rate in 2012 that is less than or equal to the industry average compiled by the Federal Railroad Administration. Last year, CBR won the award for injury-free start-up operations.

The Georgia Ports Authority (GPA) reports its facilities statewide handled 2.27 million short tons of cargo in February, an increase of 6.9 percent, or 147,650 tons, from February 2012. A standout performer was the GPA’s Colonel’s Island Terminal in the Port of Brunswick, where shipments of machinery and vehicles jumped 30.4 percent to 50,622 units.

The Hamilton Port Authority (HPA) is the recipient of a Horizon Utilities Energy Excellence Award for retrofitting the lighting of a multi-tenanted warehouse with more than 325,000 square feet of storage and office space. Funding came from HPA’s ongoing Green Initiatives program, which sets aside money for projects that reduce energy consumption, and from the Ontario Power Authority’s saveONenergy incentive program.

An alternative fuel vessel, the solar-powered car carrier MV Emerald Ace, made a first-time call at the Port of Hueneme on March 26, delivering a cargo of BMW autos destined for U.S. markets. Emerald Ace is equipped with a hybrid electric power supply system that combines a 160kw solar generation system with lithium-ion batteries that can store up to 2.2MWh of electricity.

Construction officially began March 26 on an $84 million Port of Long Beach project to remove a railroad bottleneck and build additional on-dock rail capacity to move cargo. The “Green Port Gateway” project is realigning a critical rail pathway to the port’s southeastern terminals and adding a rail support yard for the port’s new Middle Harbor Terminal, already under construction.

New data from four air quality monitoring stations in and around the Port of Los Angeles show concentrations of elemental carbon in the port area air fell in 2012 to the lowest levels since the port began collecting data in 2005. Elemental carbon is used as an indicator of diesel particulate matter, or DPM, which is the soot produced by the combustion of diesel fuel.

Louisiana Gov. Bobby Jindal’s appointments to the newly formed 23-member Louisiana Board of International Commerce include three individuals with ties to the Port of New Orleans former Chairman John Fay, current Board Secretary-Treasurer Greg Rusovich, and President and CEO Gary LaGrange, PPM®. The International Commerce panel was created during the 2012 Regular Session of the Louisiana Legislature by State Senator Conrad Appel, a former member and chairman of the New Orleans port board.

Palm Beach Port District Chairman George E. Mastics and Executive Director Manuel Almira were singled out for honors earlier this month by Florida Gov. Rick Scott. The awards were presented on March 21 during the governor’s first visit to the South Florida port. Mr. Almira escorted Gov. Scott on a tour highlighting the $26.2 million restoration project at Slip 3, while discussing future port growth and funding needs.

Rickmers-Linie, a regular Port of Philadelphia caller since 2008, will expand its service here with the addition of a Westbound Round-The-World Service that will connect markets in Asia, South America and North America. The new monthly service will commence immediately and will complement Rickmers’ fortnightly Eastbound Round-The-World “Pearl String” service.

The St. Lawrence Seaway’s 55th navigation season opened March 22 with the transit through the St. Lambert Lock of Canada Steamship Lines’ brand new Baie St. Paul, the first of a series of new vessels being constructed specifically for Seaway use.

Kent Greene has been retained by the Port of South Louisiana to direct the operation of St. John Parish Airport. He will work with the port’s administration team to oversee the current on-going improvement and expansion projects at the airport and supervise its day-to-day operations.

The Toronto Port Authority (TPA) on March 26 officially welcomed the MV Isadora to the city’s shores today at the 152nd Beaver Hat Ceremony. The annual ceremony celebrates the arrival of the port’s first ocean vessel (known as a "saltie") of the year. Ship Captain Stanislaw Sobol was "crowned" with a nearly 200-year-old silk and beaver pelt top hat by Harbour Master Angus Armstrong at the ceremony.

The Board of Commissioners of the Virginia Port Authority (VPA) on March 26 voted to restructure its operating company and overhaul the port’s long-term strategy. The actions follow an 18-month review of port operations, including the evaluation of two private proposals to assume operations of the port. In 2011, Gov. Bob McDonnell tasked the board to conduct a detailed review of port operations and identify actions necessary to grow cargo volumes and return the port to profitability.
