Federal Maritime Commissioner Laura DiBella will be a featured speaker at the 2026 AAPA Legislative Summit in Washington, D.C., taking place March 4–6. Commissioner DiBella was nominated to the Federal Maritime Commission and confirmed in 2025 and brings experience spanning federal regulation, economic development, and port leadership. She previously served as Florida’s Secretary of Commerce, President and CEO of Enterprise Florida, and Executive Director of the Port of Fernandina.

Contribute to USDOT’s Research, Development, and Technology 5-Year Strategic Plan 
The Office of the Assistant Secretary for Research and Technology, U.S. Department of Transportation, invites the public and transportation system stakeholders to provide comments to inform the development of the U.S. Department of Transportation Research, Development, and Technology Strategic Plan for fiscal years 2026–2030. Comments should focus on emerging research, development, and technology challenges, opportunities, and priorities that the Department should address over the next five years.
 
Written comments should be submitted to the Federal Register by February 12, 2026.
 
 
   
How do different cargo terminals really operate? How are yard space, equipment, and labor managed in real time? And how do ports turn capital plans into day-to-day operations across container, bulk, and breakbulk facilities?
 
These questions — and more — will be explored at AAPA’s Port & Terminal Management Training, taking place February 10–13, 2026, at the Port of Long Beach. This four-day immersive program combines expert instruction, terminal tours, and hands-on challenges to give participants a holistic understanding of port and terminal operations.

This training is open to all port and industry professionals—not just PPM candidates.

The Louisiana Gateway Port in Plaquemines Parish announced the resignation of Executive Director Charles D. Tillotson, effective immediately. During his tenure, Tillotson advanced major capital projects and secured federal funding, including a $7.4 million RAISE grant for the Peters Road Bridge and Extension and an $8 million federal earmark for the Peters Road Rail Bypass. The Port also completed the Phase I Navy Business Case Analysis and submitted 30% design plans to the Surface Transportation Board for the 11-mile LGT Mainline Rail Extension. The Port Commission will meet in the coming weeks to discuss a transition plan and the process for selecting a successor, while operations at Port facilities continue without interruption.
 
 
   
The Port of Oakland announced the appointment of Justin Berton as its new Director of Communications, effective January 28, 2026. Berton will serve as the agency’s lead communications strategist and primary media liaison across the seaport, airport, commercial real estate, and utility operations. He previously worked at the Port of San Francisco and served for five years as Director of Communications to Oakland Mayor Libby Schaaf. Berton also has experience as a journalist with the San Francisco Chronicle and East Bay Express and leads Berton Media, a media consultancy group supporting civic, government, nonprofit, and private sector clients.
 
 
   
Enstructure announced the appointment of Eryn Dinyovszky as President of Enstructure Mid-Atlantic, effective April 2026. In this role, she will oversee operations and commercial activities across Delaware and Pennsylvania, including development of the Delaware Container Terminal. Dinyovszky brings three decades of maritime industry experience, including operational roles with Maersk/APMT, work on the development of Khalifa Port in Abu Dhabi, and most recently serving as CEO of Yilport’s Nordic region. The Delaware Container Terminal, a public-private partnership between Enstructure and the Diamond State Port Corporation, will have a capacity of 1.2 million TEUs, with construction expected to be completed in 2028.
 
 
   
The Georgia Ports Authority reported the Port of Savannah handled nearly 5.7 million TEUs in 2025, a 2.6 percent increase over 2024, marking the second busiest year in the Port’s history. Rail volumes reached a record 545,214 containers, with containers moving from vessel to train in an average of 22 hours by year’s end. The Appalachian Regional Port in Chatsworth handled a record 45,700 containers, a 19 percent increase from the previous year, and a new inland terminal, the Blue Ridge Connector in Gainesville, is scheduled to open in mid-2026. The Port of Savannah also managed 14,000–16,000 truck moves daily, with dual terminal moves averaging 50 minutes and single moves averaging 32 minutes. Georgia Ports continues a self-financed $4.5 billion infrastructure investment plan that includes five new container berths in Savannah and a new RoRo berth in Brunswick.

More than 900 industry and community representatives attended the 11th annual State of the Port of Los Angeles, where Executive Director Gene Seroka outlined the Port’s “Build Bigger and Build Smarter” investment framework for future infrastructure, technology, community, and environmental projects. Seroka reported the Port handled 10.2 million TEUs in 2025, the third best year in its history and its 26th consecutive year as the nation’s busiest port. Key infrastructure initiatives include the proposed Pier 500 Marine Container Terminal, expansions at existing terminals, and upgrades to wharf and rail facilities. The Port also announced Pacific Cruise Terminals was selected to develop a new world-class Cruise Center, following a record 1.6 million cruise passengers in 2025. Additional efforts highlighted included technology investments to improve cargo flow, waterfront redevelopment projects, preparations for the 2028 Olympics, and continued progress on emissions reductions supported by federal and state funding.
 
The Port of Corpus Christi and its customers moved 203.4 million tons of cargo through the Corpus Christi Ship Channel in 2025, a 1.5 percent decrease from 206.5 million tons in 2024. Liquefied natural gas exports increased 15.4 percent to 18.6 million tons, while crude oil shipments declined 2.3 percent to 127.4 million tons, and dry bulk and agricultural goods decreased 2.5 percent and 54 percent, respectively. During the fourth quarter of 2025, 50.1 million tons of commodities were moved, compared to a record 54 million tons in the same period of 2024, with crude oil, refined products, and LNG as leading commodities. The Port also completed the Corpus Christi Ship Channel Improvement Project in 2025, which deepened the channel from 47 to 54 feet and widened it from 400 to 530 feet.

Wisconsin Governor Tony Evers and the Wisconsin Department of Transportation announced more than $1.4 million in Harbor Assistance Program funding for Port Milwaukee to support infrastructure upgrades on Jones Island. The grant will fund roof repairs at Terminal 2, a 53,000-square-foot facility built in 1966, and new ventilation fans at Terminal 5. These terminals support maritime commerce and supply chain activity for private companies in Wisconsin and the surrounding region. The funding is part of over $7.5 million awarded statewide through Wisconsin’s Harbor Assistance Program, which supports harbor maintenance and construction projects to enhance transportation efficiency and economic development.
