The White House announced an agreement with China to suspend for one year the “responsive actions” taken under the Section 301 investigation into China’s maritime, logistics, and shipbuilding sectors. Beginning November 10, the suspension pauses recently implemented fees on Chinese-owned, operated, and built vessels that took effect on October 14. The announcement did not specify whether other measures related to the investigation — such as tariffs on Chinese ship-to-shore cranes, cargo-handling equipment, and requirements for U.S.-flag LNG shipping — are also included.
 
The U.S. Trade Representative has requested public comments on several pending tariff proposals, with submissions due November 10. AAPA plans to provide comments and issue a press release once they are submitted.

The Port of Oakland announced that in 2024, a record 86% of the electricity it supplied to tenants and facilities came from renewable and zero-carbon sources. According to the Port’s Power Source Disclosure Report, 62% of its power was derived from renewable sources such as geothermal, solar, and biomass, with an additional 24% from large hydroelectric power. The Port also finalized a 20-year Energy Storage Service Agreement with Trolley Pass Project LLC, providing 4 megawatts of storage capacity as part of a 400-megawatt battery energy storage system in San Bernardino County, at a cost not to exceed $13.3 million. The project will help stabilize energy costs, reduce reliance on market power, and support the Port’s transition to zero emissions. These efforts align with California’s goal of achieving 100% clean electricity by 2045.
 
Ports of Indiana has received more than $140,000 in federal grants from the Federal Emergency Management Agency (FEMA) to enhance security infrastructure and assessments at its Burns Harbor and Jeffersonville ports. A $115,691 grant, supplemented by a $38,564 local match, will fund installation of new CCTV systems, lighting, and fiber upgrades at Burns Harbor to improve surveillance capabilities. Jeffersonville will receive $25,000 for a third-party comprehensive security assessment focused on physical and cybersecurity vulnerabilities, which will result in a new Facility Security Plan. The grants were awarded under FEMA’s Port Security Grant Program, which supports initiatives to protect critical port infrastructure and strengthen maritime resilience.
 
 
   
SeaPort Manatee achieved record cargo throughput in fiscal year 2025, handling 11,855,828 tons—the highest in its 55-year history and surpassing the previous year’s record of 11,779,601 tons. Liquid bulk volumes rose 8% to 6.4 million tons, driven by petroleum products and juices, while dry bulk climbed 9.7% to 3.4 million tons, supported by phosphate rock, granite, and limestone shipments. Breakbulk cargo increased 10.4% to 793,128 tons, with Del Monte Fresh Produce shifting tropical fruit imports from containers to breakbulk shipments. Containerized cargo declined to 919,556 tons, or 133,456 TEUs, from the prior year’s record levels. The port also reported rapid recovery from Hurricane Milton in October 2024, resuming key fuel and goods shipments within hours of the storm’s landfall.
 
Broward County’s Port Everglades reported a record-breaking 4.7 million cruise passengers in Fiscal Year 2025 and announced the homeporting of three brand-new ships for the 2026 cruise season. The port will welcome Celebrity Cruises’ Celebrity Xcel on November 16, Disney Cruise Line’s Disney Destiny on November 20, and Princess Cruises’ Star Princess on November 7, all featuring advanced amenities and cleaner fuel technologies. Major infrastructure improvements include the newly opened Convention Center Connector elevated roadway, an expanded Broward County Convention Center, and the soon-to-open Omni Fort Lauderdale Hotel. The new connector provides direct access from U.S. 1 to the convention center and nearby hotels, easing congestion and improving port accessibility. Port officials also confirmed that Royal Caribbean’s Legend of the Seas will become the largest ship ever to sail from Port Everglades when it debuts in November 2026.
 
A leading container terminal in India has ordered 30 Konecranes Rubber-Tired Gantry (RTG) cranes equipped with E-Hybrid technology for delivery in the first quarter of 2027. The cranes will operate entirely on onboard batteries charged by grid electricity, ensuring zero tailpipe emissions and improved energy efficiency. The terminal selected a busbar-and-battery configuration, allowing the RTGs to continue operating even if grid power is interrupted. Konecranes’ E-Hybrid system reduces peak power demand to 60 kW per crane, compared with up to 400 kW for conventional electric RTGs, lowering strain on local grids and reducing infrastructure costs. The project supports Konecranes’ “Ecolifting” initiative, which promotes sustainable material handling through hybridization and electrification.
 
 
   
The Connecticut Port Authority and Kiewit Infrastructure Co. have reached an agreement to conclude Kiewit’s contract for the State Pier redevelopment in New London, resolving remaining technical items without exceeding the existing $311.35 million project budget. The redevelopment transformed the site into one of the East Coast’s most advanced heavy-lift port facilities, featuring deep foundations, over 1,000 steel pilings, and new heavy-lift pads and laydown areas. The upgraded pier now supports offshore wind assembly, traditional cargo operations, and future maritime uses. The project was funded through $211.35 million from the State of Connecticut and $100 million from NEO. The redevelopment supported hundreds of construction jobs and is expected to generate long-term economic benefits for the region.

The Northwest Seaport Alliance (NWSA) celebrated the fifth anniversary of the Minot Intermodal Facility in North Dakota, a partnership with Rail Modal Group (RMG), BNSF Railway, and the Minot Area Chamber EDC that has strengthened agricultural export connections to global markets. The Minot facility was the first inland rail hub launched under NWSA’s strategy to expand U.S. agricultural exports through its marine terminals and has since been joined by facilities in Pocatello, Idaho, and Wallula, Washington. During the anniversary visit, NWSA staff observed record activity, including the loading of three trains in one week. Since its launch, over 42,000 export loads have moved through NWSA facilities via interconnected inland ramps, improving efficiency for American farmers. The alliance credited the facility’s success to strong collaboration among regional partners and its contribution to building a more resilient national supply chain.

The Duluth Seaway Port Authority has appointed Nate Cavallin as its new chief financial officer. Cavallin previously served eight years as finance director at Aspirus Lake View Hospital in Two Harbors, Minnesota, where he managed budgeting, billing, and funding optimization across multiple states. He began his career at Aspirus St. Luke’s Hospital in Duluth as a financial analyst and later managed two clinics at Aspirus Lake View Hospital, overseeing a team of more than 40 staff. A native of Two Harbors, Cavallin holds both a master’s degree in business administration and a bachelor’s degree in accounting and finance from the College of St. Scholastica. He succeeds Kevin Beardsley, who became the Port Authority’s executive director in June 2025.
