The American Association of Port Authorities (AAPA) issued a statement opposing newly announced federal taxes and tariffs on port equipment and shipping. The U.S. Trade Representative has implemented a $46 per net ton fee on foreign-built vehicle carriers calling at U.S. ports and finalized a 100% tariff on Chinese ship-to-shore cranes, with an additional proposal for a 150% tariff on various types of cargo-handling equipment.
 
AAPA President & CEO Cary Davis said these measures will increase costs, delay modernization, and make shipping goods through U.S. ports more expensive. AAPA supports efforts to strengthen domestic manufacturing but warned that these tariffs could slow U.S. port development and competitiveness. The association continues to advocate for alternatives such as the Port Cranes Tax Credit Act of 2025 to incentivize domestic production.

Governor Gavin Newsom has signed SB 304 (Arreguín) into law, modernizing longstanding restrictions on public trust lands held by the Port of Oakland to help revitalize Jack London Square. The new legislation allows the Port to expand permissible uses of its waterfront property, enabling a mix of commercial, cultural, and recreational activities while maintaining public ownership and oversight. The measure aims to activate vacant storefronts, attract new businesses, and enhance public access to the waterfront. Port Executive Director Kristi McKenney said the law provides long-needed flexibility to reenergize Oakland’s waterfront and create a vibrant, inclusive destination. SB 304 will take effect on January 1, 2026, with implementation in coordination with the State Lands Commission.
 
 
   
The Port of Long Beach’s 2024 annual emissions inventory shows that despite record cargo volumes, the Port continues to exceed long-term air quality goals. Since 2005, diesel particulates have decreased by 90%, nitrogen oxides by 68%, and sulfur oxides by 98%, even as container volumes grew 44%. On a per-container basis, emissions of diesel particulates, nitrogen oxides, and sulfur oxides have fallen 25%, 43%, and 39%, respectively, since 2017. While year-over-year emissions of diesel soot and nitrogen oxides rose due to record cargo levels and the inclusion of dredging boats in the inventory, overall progress continues toward zero-emission operations. The Port plans to invest $222 million over the next decade to advance zero-emissions infrastructure and energy resiliency, including projects for cargo-handling equipment, harbor craft, and hydrogen fueling facilities.
 
 
   
The Port of Longview Board of Commissioners has appointed Ken Anderton as Chief Executive Officer following a national search. Anderton previously served as Senior Manager of Real Estate, Leasing and Investment at the Port of Portland, where he led projects including the Oregon Mass Timber Coalition, the redevelopment of the Troutdale Reynolds Industrial Park, and the repositioning of Terminal 2. With more than 20 years of experience in port development, Anderton’s appointment aligns with major infrastructure initiatives underway, including the $80 million Industrial Rail Corridor Expansion to triple rail capacity. He is expected to begin his tenure in November 2025.
 
King Ocean Services Limited has extended its Marine Terminal Lease and Operating Agreement with Port Everglades through September 30, 2035, following approval by the Broward County Board of County Commissioners. The cargo line, which has operated at the port since 1994, plans to expand in Spring 2026 to a new 40.9-acre facility at the recently completed Southport Turning Notch Extension, bringing its total leasehold to 57.8 acres. Over the next decade, King Ocean’s operations are projected to support nearly 1,900 jobs annually, generate $173 million in personal income, and contribute more than $17 million in state and local taxes. In Fiscal Year 2024, the company handled 278,250 TEUs—25.6% of the port’s total container volume. The agreement includes commitments for new investments in refrigerated cargo capacity, inspection facilities, and operational improvements, with rent credits from the port to offset construction costs.
 
The Port of Philadelphia has been ranked the most productive port in North America for the second year in a row, according to the 2024 Container Port Performance Index (CPPI) by the World Bank Group and S&P Global Market Intelligence. Globally, PhilaPort rose from 55th to 26th place among 403 container ports and remains the only U.S. port ranked in the top 50. The CPPI evaluates vessel turnaround efficiency based on factors such as docking time, crane operations, and departure schedules. Over the past decade, PhilaPort has invested more than $1 billion in modernization to enhance cargo handling and competitiveness. The Port also recently acquired the 152-acre Mustin Yard property from Norfolk Southern to expand cargo capacity and support future growth.

The Montreal Port Authority (MPA) has begun preparatory work for its Contrecœur expansion project and awarded a $609 million (CAD) contract for water works to the CTCGP consortium, composed of Pomerleau (60%) and Aecon (40%). Initial site work, starting in October, includes fencing installation, access road development, and construction of work platforms and site offices. The expansion will add a new container terminal capable of handling 1.15 million TEUs annually by 2030 and is expected to generate over 10,000 jobs at full capacity. The project received federal environmental approval in 2021, allowing the preparatory phase to proceed. Water works construction is scheduled to begin in 2026, pending final authorizations.
 
 
   
The Port of Brownsville is advancing over $20 billion in projects that are reshaping trade and industry across South Texas. In 2024, the port handled 28 million tons of cargo—a 57% increase from 2023—and generated $43.3 million in operating revenue, marking its fourth consecutive year above $30 million. A key initiative, the Brazos Island Harbor Channel Improvement Project, will deepen the ship channel from 42 to 52 feet through a $400 million public-private partnership with NextDecade and $68 million in federal funding, with completion expected in late 2026. Major private investments include Rio Grande LNG, a $25 billion facility under construction with 48 million tonnes per annum capacity, and Texas LNG, a 4 MTPA terminal targeting a final investment decision by the end of 2025. The port is also enhancing sustainability and infrastructure, supporting renewable energy logistics, and expanding its role in the region’s industrial and space sectors.
 
Port Milwaukee concluded a successful 2025 cruising season, welcoming more than 11,000 passengers across 22 cruise ship visits from six vessels, generating a $2.5 million local economic impact. The 2026 season is expected to bring approximately 19,000 passengers and 62 ship visits, supported by the opening of the new South Shore Cruise Dock, which will accommodate the largest Great Lakes cruise liners. American Cruise Lines will debut its first Great Lakes itineraries from Milwaukee next year, with six turnaround calls by the 130-passenger American Patriot. The addition of the new cruise line and infrastructure investments are projected to boost next year’s economic impact to $3.5 million. Port Milwaukee continues to collaborate with VISIT Milwaukee and the Cruise the Great Lakes initiative to promote sustainable and expanding cruise tourism throughout the region.
