AAPA Seaports Advisory
June 4, 2025
On June 2, 2025, the American Association of Port Authorities (AAPA) sent a letter to Senate Majority Leader John Thune and Senate Committee Chair Shelley Moore Capito, urging support for the Clean Ports Program and the Diesel Emissions Reduction Act (DERA) grant program. These EPA programs face elimination under the House version of the One Big Beautiful Bill Act unless modified in the Senate. AAPA emphasized that both programs support U.S. ports in acquiring modern cargo-handling equipment and help American manufacturers compete globally, particularly against Chinese dominance in the sector. The association highlighted that both grants comply with Build America, Buy America standards and contribute to reducing fuel costs and emissions at U.S. ports. AAPA President and CEO Cary Davis noted that cutting these programs would undermine port development and weaken domestic manufacturing momentum.

Port Fourchon, which supports over 250 companies servicing offshore oil and gas operations in the Gulf of Mexico, continues to diversify its energy strategy under the leadership of Executive Director Chett Chiasson. The port recently signed a long-term lease with Argent LNG LLC for a future liquefied natural gas export terminal and is pursuing development of a $200 million deepwater port to support both traditional offshore energy and wind farm infrastructure. Port Fourchon is also collaborating with Gulf Wind Technology on a wind turbine installation for testing and power generation at the port. Despite fluctuating oil prices, port activity remains steady, and Chiasson emphasized the port’s commitment to a balanced energy strategy that includes fossil fuels and renewables. Environmental resilience remains a priority, with dredged materials being repurposed to restore marshland and support infrastructure development.

We’re excited to welcome the newest members of the AAPA community, Enstructure and Provix. Your participation strengthens our network and helps advance the port industry across the hemisphere. We look forward to collaborating and supporting your success.

The Port of Columbia County has completed several capital improvement projects over the past year, including upland upgrades at Scappoose Bay Marine Park, pavement rehabilitation at Scappoose Airport, and the installation of an emergency generator for disaster preparedness. The Port is now focused on addressing major challenges, including a $30 million environmental cleanup of the former Pope & Talbot Wood Treating Site, and a $60 million seismic retrofit of the Port Westward Beaver Dock. A recent study also found that the marina at Scappoose Bay Marine Park operates at an annual loss of $549,000, adding strain to the Port’s $5 million yearly revenue. To help close the funding gap, the Port is proposing to reinstate its property tax levy, expected to raise over $500,000 annually. The Port commission will vote on the proposed reinstatement at its June 11 meeting.

The Port of Québec has announced the implementation of its greening plan as part of its 2035 Vision to become a leader in environmental sustainability and urban biodiversity. The initiative aims to achieve 30% canopy cover on the port’s non-industrial property by 2035 and includes tree planting, landscaping, fence greening, and urban agriculture projects. Over the next decade, the port plans 20 beautification projects, 10 demineralization efforts, 5 community collaborations outside its boundaries, 3 infrastructure greening projects, and 2 urban agriculture initiatives. The plan is supported by local partners including AF2R, Collectif Canopée, the City of Québec, and CERFO. These efforts are part of a broader commitment to improving air quality, reducing heat islands, and promoting quality of life for nearby communities.

A new study by Martin Associates confirms that building Washington State Ferries’ new hybrid fleet in-state would significantly benefit the state’s economy. Each ferry constructed in Washington would support 1,298 jobs, generate $131.1 million in wages, $338 million in revenue for state businesses, and $31.9 million in state and local tax revenue. Washington-based Nichols Brothers Boat Builders is one of two bidders for the contract to build five hybrid-electric ferries over six to eight years. If awarded locally, construction would take place primarily at the Port of Everett, with some work on Whidbey Island. The ferries are expected to cost over $325 million each and help reduce emissions while meeting increased demand.

The Vancouver Fraser Port Authority has expanded its Enhancing Cetacean Habitat and Observation (ECHO) Program for 2025 to include new voluntary ship slowdowns at Swiftsure Bank, a critical habitat area for endangered southern resident killer whales. More than 70 marine transportation organizations will participate in slowing down or altering routes from June through approximately November, now covering a record 86 nautical miles and over 50% of the whales’ critical habitat intersecting commercial lanes. The program has previously reduced underwater noise by up to 50%, lessened whale strike risk by nearly a third, and cut air emissions by about 25%. These updates follow the renewal of a five-year Conservation Agreement under Canada’s Species at Risk Act and are supported by $3.2 million in federal funding. The ECHO Program, launched in 2014, continues to unite industry, government, Indigenous communities, and environmental organizations in efforts to protect at-risk whale populations.

On May 16, the Port of Hueneme held its 12th annual World Trade Month Summit, welcoming about 150 attendees to the FATHOMWERX lab for a discussion centered on “Resiliency – A Path Forward.” The event featured participation from the U.S. Department of Commerce, local and international trade representatives, and a special delegation from Ukraine. Port CEO Kristin Decas shared updates on port operations, emissions goals, tariff impacts, and foreign trade zone advantages. Officials from Mexico, Japan, Guatemala, Peru, and Hong Kong also spoke about economic ties and export growth. The event concluded with an industry roundtable on resiliency and the presentation of trade achievement awards to Toyota Motor North America, Allied Potato, and Bardex Corporation.

During the 2025 State of the Port Address, the Port of Brownsville announced it handled over 28 million tons of cargo in 2024 — the highest in its history. Significant private investments are driving economic growth at the port, including $85 million from Forza Steel, $200 million from Ternium, and $42 million from Texan Cement, along with continued progress on the $20 billion Rio Grande LNG project. A recent economic impact study found the port generated $12 billion in total economic activity in 2023 and supports over 66,000 jobs statewide. The port rose to 41st in national cargo rankings, moved over 11.2 million tons of waterborne cargo, and saw a 46% increase in vessel calls from the previous year. Additional highlights included infrastructure upgrades, a growing business park, and continued top-tier national rankings for Foreign Trade Zone No. 62.

The Port of Long Beach awarded $355,000 in scholarships to 190 high school and college students pursuing careers in port-related fields such as engineering, maritime law, environmental science, and technical trades. Announced at the annual Celebrating Education event, the scholarships bring the Port’s total awards since 1993 to over $2.2 million. The Port also introduced new educational initiatives, including the BEACH Pathway program at Long Beach Polytechnic High School, focused on its ZEERO emissions goals. Additional programs at Long Beach City College include the new Bright Path Program for electrical trades and an expanded Trades Summer Camp, which will double capacity to 400 students. Eleven graduating LBCC students will also receive a new $1,000 Tools scholarship to support entry into skilled trades careers.

The Rhode Island Ready (RI Ready) program, modeled after the Quonset Site Readiness initiative, continues to support economic growth by preparing underutilized industrial sites for development. The program focuses on investments in permitting, infrastructure, and site improvements to accelerate redevelopment timelines. Active RI Ready sites are located in communities such as East Providence, West Warwick, and Westerly. Quonset COO Chelsea Siefert and the RI Ready team recently shared program details with municipal leaders at the League of Cities and Towns’ annual convention. Additional information about the program is available at RIReady.org.
