AAPA Seaports Advisory
May 15, 2025
AAPA has issued an update regarding the Fiscal Year 2025 Port Infrastructure Development Program (PIDP) application process. While the current application deadline was April 30, 2025, at 11:59 p.m. ET, an amendment to the original Notice of Funding Opportunity (NOFO) is expected after the deadline. Once published, the amendment will trigger a deadline extension in accordance with a provision in the AAPA-authored PORT Act passed into law last year. Ports submitting applications by the current deadline may revise them later, while others may wait to apply after reviewing the amended NOFO. The total funding available will increase from $450 million to $500 million following the amendment.
Access the current NOFO for PIDP here, and read FAQs about the application process here.

The St. Bernard Port, Harbor and Terminal District, in partnership with Associated Terminals, held a Dedication Ceremony for the Chalmette Slip Rehabilitation Project on Wednesday, May 14. The event took place at the Chalmette Slip, with parking and shuttle service provided from the Port’s Administrative Building in Chalmette, LA. The project restored full operational capability to the Chalmette Slip for the first time in over 40 years. Originally built in 1907, the rehabilitated slip enhances the port’s long-term capacity and reinforces its role in supporting regional and global trade through the Mississippi River system. Elected officials, business partners, and community members participated in the event.

At its annual meeting, the Montreal Port Authority (MPA) reported handling 35.41 million tons of cargo in 2024, a 0.2% increase over 2023. Despite a 4.8% decrease in containerized cargo volumes and minor dips in liquid bulk and cruise traffic, dry bulk rose 9.3%, supported by strong grain performance. Operating revenues reached $143 million, with capital investments totaling $74.8 million. The MPA advanced key infrastructure projects, including the Contrecœur expansion and railway network optimization. Environmental initiatives reduced the port’s Scope 1 and 2 GHG emissions by 13% year-over-year, while community engagement efforts supported 54 local projects and welcomed over 10,000 visitors during Port Day.

The Port of Québec has launched a series of collaborative efforts with the City of Québec, carriers, and residents to reduce the impact of port-related activities on local traffic and quality of life. These efforts include stakeholder roundtables that have led to concrete measures such as reduced speed limits, improved signage, and better coordination of shipping around major events. The Port is encouraging alternative trucking routes and has implemented a trucker awareness campaign focused on noise and pollution reduction. Despite public perception, trucking represents only 12% of the Port’s transshipment activities, with most transport handled by sea and rail. The Port is also leveraging digital technologies, including cameras and RFID, to better monitor traffic and support data-driven improvements.

Fresh Del Monte, Freeport Warehouse LLC, and Port Freeport celebrated the ribbon-cutting of a new 80,000-square-foot cold chain facility, "Cross-Dock #1," near the Velasco Container Terminal. The facility features 84 bay doors, seven temperature-controlled rooms, and expanded staging areas to support Fresh Del Monte’s distribution of bananas, pineapples, and plantains across Texas and surrounding markets. Designed to enhance refrigerated cargo handling and supply chain efficiency, the facility builds on Fresh Del Monte’s weekly vessel calls to Port Freeport that began in June 2024. The company’s vessels can carry over 600 refrigerated containers per voyage. This development marks a continued partnership aimed at strengthening Gulf Coast logistics and expanding regional distribution capabilities.

The newly released 2025 State of Oregon Trade report reveals that over 270,000 Oregon jobs — approximately one in eight — are tied to international trade in goods and services. In 2022, Oregon exported $42 billion in goods and services, with semiconductors remaining the state’s top export. Small and medium-sized businesses accounted for 88% of exporters, and goods exports contributed 10.3% to Oregon’s GDP. Mexico is now Oregon’s top export destination, with exports rising from $464 million in 2018 to $6.26 billion in 2024, largely aided by the U.S.-Mexico-Canada Agreement (USMCA). The report also warns that new and proposed tariffs could impact key industries, including agriculture and advanced manufacturing.

The San Francisco Port Commission unanimously approved a lease for Chasca Rio, a new Salvadoran-themed restaurant set to open at 340 Jefferson Street in Fisherman’s Wharf. The restaurant will occupy the former Pompei’s Grotto space, which has been vacant since March 2020, and is led by a team with over 75 years of experience in the local restaurant industry. The lease includes a Port-funded allowance for tenant improvements. In a separate action, the Commission approved the removal of a deteriorating deck along Al Scoma Way to enhance cleanliness, safety, and public access to the Inner Lagoon. These efforts are part of a broader initiative by the Port to promote economic vibrancy in the Wharf area through investments, revitalization projects, and support for local businesses and fishers.

Miami-Dade County Mayor Daniella Levine Cava and the Miami-Dade Innovation Authority (MDIA) announced the winners of MDIA’s third Public Innovation Challenge, which funds pilot projects to enhance cargo visibility at PortMiami. The selected companies — Argu Eye Ltd, Conbo.ai, GenLogs, and GridMatrix — will each receive $100,000 to deploy technologies like AI, computer vision, and analytics to improve cargo tracking, terminal operations, and roadway congestion. GenLogs will provide statewide cargo movement insights, while Conbo.ai, in partnership with POMTOC, will track truck and equipment movement within the port. GridMatrix will focus on truck-related roadway safety and congestion, and Argu will analyze container movements and equipment-related incidents. The initiative reflects Miami-Dade’s commitment to public-private partnerships that drive innovation and operational efficiency at major infrastructure sites.
