Scott H. Cooper was elected chairman of the board of commissioners of the Port of New Orleans during the board’s meeting on March 30. Mr. Cooper is president of Crescent Towing and executive vice president of Cooper/T. Smith. He was appointed to the board by Gov. Bobby Jindal in December 2011.
