Personnel: Houston, New Orleans, Metro Vancouver

Attorneys Stephen H. DonCarlos and Roy Mease are the newest members of the Houston Port Commission. The Board of Commissioners of the Port of New Orleans elected Daniel F. Packer chairman at its regularly scheduled meeting on September 26. The transport ministers of Alberta, Saskatchewan and Manitoba have named Carmen Loberg as the Prairie Provinces representative on the board of directors of Port Metro Vancouver – the Vancouver Fraser Port Authority – effective September 16.

The seven-member commission is the governing body of the Port of Houston Authority. Two members are appointed by the city of Houston, two by the Harris County Commissioners Court, one by the Harris County Mayors & Councils Association, one by the city of Pasadena, and the chairman jointly by the city and the county commissioner court. Commissioners serve without compensation for terms of two years each.

Mr. DonCarlos was appointed by the Harris County Mayors and Councils on September 19, filling the seat previously held by Jimmy Burke. The association represents 26 cities in Harris County.

Currently an attorney with Reid, Strickland & Gillette, LLP, Mr. DonCarlos is also the mayor of the City of Baytown. He graduated from Texas Tech University with a BBA and earned a JD degree from the University of Texas. He is a member of the Houston Bar Association and East Harris County Bar Association.

Mr. Mease was selected to replace Steve Phelps as port commissioner by the City of Pasadena. A member of the State Bar of Texas, he received his JD degree from the South Texas College of Law, he has a private law practice in Pasadena. He served eight years on the Pasadena City Council and now chairs Pasadena Second Century Corporation, the city's economic development entity.

Gov. Bobby Jindal appointed Mr. Packer to the board in January of 2010. He succeeds Joseph F. Toomy, whose term as chairman expired in this month. Mr. Toomy will continue to serve as a commissioner.

Mr. Packer, who will serve a nine-month term as chairman, holds a bachelor’s degree in business from Charter Oaks College, a master’s in business administration from Tulane University, and served in the U.S. Navy Nuclear Program from 1969 to 1975.

Currently president and CEO of Urban Solutions Inc., a multi-faceted firm involved with projects associated with an urban environment, Mr. Packer worked for Entergy from 1982 until 2007 – starting as a Waterford 3 Nuclear training manager and retiring as its CEO. Prior to joining Entergy, he was a senior engineer with General Physics Corp. and worked as a training coordinator with Connecticut Yankee Atomic Power Co.

He is active in civic, social service and business groups and served as chairman of the New Orleans Aviation Board for the Louis Armstrong International Airport.

The port board consists of seven commissioners. They are unsalaried and serve five-year staggered terms. Board members are appointed by the governor of Louisiana from lists of three nominees submitted by 19 local civic, labor, education and maritime groups. The Board reflects the three-parish jurisdiction, with four members from Orleans Parish, two from Jefferson Parish and one from St. Bernard Parish.

The transport ministers of Alberta, Saskatchewan and Manitoba have named Carmen Loberg the Prairie Provinces representative on the board of directors of Port Metro Vancouver – the Vancouver Fraser Port Authority – effective September 16.

Mr. Loberg is a co-founder and principal of C.T. Aeroprojects Inc. and past CEO and president of Nor Terra Inc. He sits on the boards of numerous business entities, including McCoy Corp., Canadian Helicopters Limited, The Churchill Corporation, Inotec Coatings and Hydraulics, Inc., and HNZ Group Inc. He also serves as a director of the Edmonton Oilers Community Foundation and the Edmonton Chamber of Commerce. He is a founding director and past president of the Southern Air Transport Association, which represents commercial air carriers in Western Canada and a member of the Air Transportation Association of Canada.

The 11-member port authority board includes one representative each of the Canadian federal government, the Vancouver municipal government, the province of British Columbia and the Prairie Provinces of Alberta, Saskatchewan and Manitoba and seven members appointed by the federal government on the recommendation of port users.
