The Port of Hueneme leads the nation in its proportional drawdown of federal port security grant dollars, 66.14 percent, according to a report by the U.S. Coast Guard’s Port Security Sector Evaluation Division (CG-PSA-2). 

Coast Guard Capt. Jennifer Williams, the deputy sector commander of Coast Guard Sector Los Angeles and Long Beach region, congratulated the port “for leading the nation in effectively spending down Port Security Grant Program funding at a rate of 66 percent! This is the result of the port's proactive security posture and good management practices." 

"Receiving this ranking demonstrates our commitment to maximizing our security posture in the post 9-11 environment," said Port CEO Kristin Decas. “We strive to be accountable to the taxpayer and ensure accountability and responsibility in utilizing port security grants." 

To date the port and its security stakeholders have received grants totaling $11.7 million from the U.S. Department of Homeland Security and the state of California for security enhancements.  They include: 

• Joint Operations and Security Center (JOSC): This project included the JOSC and redundant infrastructure, creating a regional asset within the port security community. JOSC is equipped with surveillance monitoring, TWIC compliant access control, regional communications network and Incident Command systems.
  Total Project Cost: $2,840,026. Project Sponsor: Port of Hueneme. Project Participants: City of Oxnard and Port Hueneme Police Dept., City of Oxnard and Ventura County Fire Dept., USCG and Naval Base Ventura County. 
• Security Gate Complex: Construction of the main gate for the Port of Hueneme. Project included a gate complex guard house and system for traffic control. This project was constructed in coordination with the U.S. Customs and Border Protection’s (CBP) Radiation Portal Monitoring system.
  Total Project Cost: $973,000. Project Sponsor: Port of Hueneme. Project Participants: Port of Hueneme and CBP. 
• Port Wide Fiber Optic Network: Approximately 15,000 linear feet of fiber optic infrastructure installed linking all critical buildings with the JOSC. This network provides real time data between public and private port security community stakeholders.
  Total Project Cost: $964,000. Project Sponsor and Participant: Port of Hueneme. 
• Port to City Connectivity: Approximately 4,000 linear feet of fiber optic infrastructure was installed linking the Port Wide Fiber Optic Network with the City of Port Hueneme Police Department. This link also establishes connectivity with the Ventura County Sheriff’s Department.
  Total Project Cost: $225,000. Project Sponsor: City of Port Hueneme. Project Participants: Port of Hueneme, Cities of Port Hueneme and Oxnard Police Departments, and Ventura County Sheriff. 
• Facilities Database: All Port of Hueneme harbor facilities surveyed and physical features compiled in an electronic database, including photos and detailed information allowing first responders access to critical information about port infrastructure that can be reviewed prior to responding to an emergency situation. The database also includes cargo vessels regularly calling the Port of Hueneme.
  Total Project Cost: $152,050. Project Sponsor: Port of Hueneme. Project Participants: Port of Hueneme, Cities of Oxnard and Port Hueneme Police Departments, City of Oxnard and Ventura County Fire, and port tenants. 
• Security Fencing: This project provides perimeter fencing to secure the rail access portion of the port facilities. Fencing installed per CBP standards.  
  Total Project Cost: $100,000. Project Sponsor: Port of Hueneme. Project Participants: Port of Hueneme, CBP, and port tenants. 
• License Plate Recognition (LPR) Equipped Patrol Vehicles: As part of monitoring of potential terrorist activities and preventing crimes before undesirables can access the port area, police department vehicles were also equipped with LPR capability, allowing  real-time identification of any vehicle that may have been stolen as part of a potential attack on the port community.
  Total Project Cost: $314,370. Project Sponsor: Port of Hueneme. Project Participants: Port of Hueneme and City of Oxnard and Port Hueneme Police Departments. 
• City of Port Hueneme Emergency Operations Center (EOC) Power Backup & Protection: This project provides a source of backup power to the city’s EOC. Additional equipment installed as part of this project included security fencing and surveillance.  
  Total Project Cost: $237,055. Project Sponsor: City of Port Hueneme. Project Participants: Port of Hueneme and City of Port of Hueneme. 
• Computer Aided Dispatch and Record Management System (CAD/RMS): This CAD/RMS provides a secure method for the intelligence community to communicate while allowing first responders to link to secure state and federal databases providing real-time information about potential suspects and terrorists.
  Total Project Cost: $127,858 (PSGP). Project Sponsor: City of Port Hueneme Police Dept. Project Participants: Port of Hueneme and City of Port Hueneme Police Department. 
• Cameras: The current camera system is being supplemented by additional cameras to provide complete shoreline coverage for the security of terminals, bulk facilities, cargo, fishing and naval vessels. This project is coordinated with the port so as to not duplicate camera coverage. To enhance intelligence sharing and analysis, the port would provide camera capability to all tenants, first responders and CBP through a secure web-based portal with protocol restrictions.
