In Memoriam – Raymond E. Fosse

Retired Port Hueneme Commissioner Raymond E. Fosse passed away April 16, 2015, at the age of 78. Capt. Fosse was a master mariner who served many years as a Port Hueneme harbor pilot and from 1991 to 2011 as an elected member of the board of commissioners of the Oxnard Harbor District.  

As a commissioner, he regularly attended AAPA seminars and conventions and participated actively as a member of the AAPA Finance Committee from which he received a lifetime achievement award.

He was also a member of Our Saviour's Lutheran Church Choir, The Sons of Norway, Navy League, Oxnard Elks, and Channel Islands Maritime Museum.

He is survived by his wife LaVonne, sons Brian, Larry and Robert and daughter Janice.

Ray was a poet, renowned for his ability to set to verse his observations of people, events and issues. In that spirit, we offer this eulogy penned by AAPA’s Ed O’Connell:

There once was a man named Ray
He proudly served those out Oxnard way
Communicating through verse
To those in charge of the purse
He made friends from all over the world!

Ray made his colleagues smile often
Sharing his wisdom, it was quite awesome
Using gifts that had flair
Ray always took care 
To deliver messages with careful consideration

Today we have learned of Ray's passing
While our hearts may be broke
The words that he spoke
Have generated memories that are truly lasting!
