The Port Authority of New York & New Jersey has named Michael Nestor to head the agency's Office of Inspector General, an independent body that investigates complaints of misconduct and wrongdoing by port authority employees and vendors. Paul Landry has been appointed to a second three-year term on Port Metro Vancouver’s board of directors.

New York/New Jersey: Port Authority Names Michael Nestor Agency's New Inspector General 

The Port Authority of New York & New Jersey announced November 19 the appointment of Michael Nestor to head the agency's Office of Inspector General, an independent body that investigates complaints of misconduct and wrongdoing by port authority employees and vendors. Mr. Nestor has served in the position in an acting capacity since the death in July of former Inspector General Robert Van Etten.

In addition, the agency announced the promotion of Steven Pasichow to the position of director of investigations. Mr. Pasichow has served in that position in an acting capacity since July.

"Mike and Steve are both highly-respected professionals who bring decades of investigative experience to these critical positions," said Port Authority Chairman John Degnan. "As a public agency, it's vital that the port authority back up its commitments to integrity and transparency with the utmost vigilance in preventing fraud or other misconduct in our operations."

Mr. Nestor joined the port authority in 1997 as assistant inspector general, and supported the development of the newly established Office of Inspector General. In 2004, he was promoted to director of investigations, overseeing cases of fraud and misconduct on the part of employees and vendors, serving in that capacity until becoming acting inspector general in July. Earlier in his career, Mr. Nestor spent 27 years in various positions with the U.S. Customs Service, including deputy special agent in charge, New York and New Jersey.

Mr. Pasichow joined the port authority in 2004 as assistant director of investigations after a 26-year career with the New York City Department of Investigation, where he served as assistant commissioner and inspector general for various New York City agencies.

The inspector general is responsible for receiving and investigating, where appropriate, complaints regarding wrongdoing, fraud, waste, abuse, and conflicts of interest, by commissioners, officers, and employees of the port authority, or third-party individuals or organizations doing business with the port authority. The director of the audit department, who also reports to the inspector general, is responsible for the internal auditing functions in the port authority and for auditing of financial and operating records of firms doing business with the port authority.

Acting on the recommendation of a port user group, the Canadian federal government has reappointed Paul Landry to a second three-year term on Port Metro Vancouver’s board of directors. Mr. Landry chairs the board’s Human Resources & Compensation Committee and also serves on its Community & Corporate Social Responsibility Committee. His term expires on September 24, 2017.

The board of directors is composed of 11 members: one federal appointee, one British Columbia provincial appointee, one appointee for the prairie provinces of Alberta, Saskatchewan and Manitoba, one municipal appointee, and, seven federal appointees recommended by port users.

Mr. Landry is the former president and CEO of the British Columbia Trucking Association, which represents more than 800 trucking and bus companies on a wide variety of regulatory issues that affect industry safety, productivity and profitability.

Previously, he was a senior manager with Saskatchewan Government Insurance and vice chairman of the Saskatchewan Highway Traffic Board. He has served on many national and provincial boards, task forces and committees dealing with transportation policy, standards and programs, including the Executive Committees of the Greater Vancouver Gateway Council and the Canadian Trucking Alliance. He currently serves on the Federal Minister of Labor’s Advisory Committee on Labor and Workplace Affairs.

Mr. Landry has a BA in Economics and Political Science from Carleton University and an MPA from Queen's University.
