Long Beach Harbor Commission Makes Senior Staff Appointments

The Long Beach Board of Harbor Commissioners recently filled key executive posts with staff veterans as the Port of Long Beach continues to undergo a reorganization initiated by Chief Executive Jon Slangerup.

Dr. Noel Hacegaba, PPM®, the port’s acting deputy executive director/chief operating officer since June 2013, was named the new managing director of commercial operations/chief commercial officer. Prior to the 2013 acting appointment, Dr. Hacegaba had served as executive officer to the harbor board since July 2010.

The newly created Commercial Operations Bureau, now overseen by Dr. Hacegaba, includes the Business Development, Security Services, and Tenant Services & Operations divisions. Dr. Hacegaba is responsible for all commercial matters and serves as the primary liaison to the port’s customers.

Sean Gamette, P.E., the port’s acting assistant managing director of engineering/chief harbor engineer since July 2013, is now its senior director of program delivery/chief harbor engineer. Mr. Gamette, who joined the port in 2003, was promoted to deputy chief harbor engineer in the Program Management Division in 2009.

Mr. Gamette was appointed to the position that he was in on an acting basis last year. As now organized, he is part of the Engineering Bureau, which  includes the Program Management, Construction Management and Project Controls divisions.

Roger Wu has been promoted to the newly created position of assistant director of business development. Before that, he had been manager of commercial trade – ocean carriers since June 2014. He joined the port as a marketing manager in 2007.

Eamonn Killeen, a senior port leasing officer, has been appointed to the position of assistant director of real estate, to succeed Gail Wasil, who retired in August. Mr. Killeen started with the port in July 2002. 

New York/New Jersey: NJ State Police Commander Named Deputy Superintendent of Port Authority Police Department

Lt. Col. Edward Cetnar, a senior New Jersey State Police commander, joins the Port Authority of New York & New Jersey November 3 as deputy superintendent of police. Lt. Colonel Cetnar has served with the State Police for 27 years and is currently its Deputy Superintendent of Operations.

Mr. Cetnar, who will begin his new job on November 3, fills the number two position in the which is charged with providing security for the bistate agency's airports, seaport, commuter rail, bus terminals and other facilities in the region.

"As a 27-year veteran who rose through the ranks in one of the nation's most highly regarded police agencies, Ed Cetnar has the skills and stature necessary to help command the PAPD's most essential and sensitive operations," said Port Authority Chief Security Officer Joseph Dunne. "Working closely with Superintendent Michael Fedorko, he will be a great addition to the leadership of our police department."

Mr. Dunne said Mr. Cetnar will report to Superintendent of Police/Director of Public Safety Fedorko, who joined the agency in 2009 after retiring as Acting Superintendent of the New Jersey State Police following a 31-year career. He also said the recruitment of Lt. Colonel Cetnar represents good succession planning, as Mr. Cetnar is expected to be a candidate to succeed Superintendent Fedorko when he elects to retire.

In his current position, Lt. Col. Cetnar is in charge of all operations and investigative activities of approximately 1,600 State Troopers in New Jersey. His responsibilities include oversight of 29 duty stations and specialty units throughout the state. He also oversees security of critical infrastructure including the Statehouse, Atlantic City International Airport, MetLife Stadium, the Izod Center and Fort Monmouth.

Lt. Col. Cetnar most recently served as the incident commander for the 2014 Super Bowl held at MetLife Stadium. In that role, he was in charge of coordinating security matters with the National Football League and law enforcement agencies around the region relating to this national sporting event.

In his new role, Mr. Cetnar will be part of the leadership team that oversees the Port Authority Police Department, whose 1,700 uniformed officers  are responsible for the safety and security of travelers and tenants in all of the Port Authority's land, sea, air and rail facilities.
