In Memoriam – David A. Wagner

David Allen Wagner, former executive director of the Maryland Port Administration and retired chief operating officer of the Port of New Orleans, passed away April 7 at his home in Mandeville, La., after a short illness.

He was born on June 7, 1942, in Baltimore, grew up in Glen Burnie, Md., and graduated from the University of Maryland with a bachelor's degree in civil engineering. Starting as a professional registered engineer for the Maryland State Roads Commission, he subsequently worked as senior transportation advisor for the city of Baltimore, director of the Baltimore Mass Transit Administration and deputy security of transportation for the state of Maryland.

Mr. Wagner served as executive director of the Maryland Administration from 1986 to 1988 and as chief operating officer at the Port of New Orleans from 1989 until his retirement in 2006. During those years, he served on the AAPA board of directors, spoke at AAPA meetings, served on the AAPA Curriculum Committee, and in 1996 earned the association’s PPM® certification. His PPM® paper, "On Time, Under Budget – Developing and Implementing a Major New Port-Related Capital Program that Exceeds Expectations," is available on the AAPA website.
