Eugene Kwan has been elected vice chair of the board of directors of the Vancouver Fraser Port Authority. The North Carolina State Ports Authority board on March 27 welcomed new board members Tom Adams, Bill Keadey and Bill McMahon and named Paul J. Cozza the agency’s new executive director. Florida Gov. Rick Scott has reappointed Patrick H. Allman III to the Tampa Port Commission. Jim Bibbs is the Virginia Port Authority’s new chief human resources officer.

Eugene Kwan Elected Vice Chair of Vancouver Fraser Port Authority Board of Directors

The board of directors of the Vancouver Fraser Port Authority has elected Eugene Kwan as vice chair for a two-year term commencing March 25, 2014. Mr. Kwan was originally appointed to the board of directors in 2010 by the Canadian Minister of Transport, as recommended by the Port User Group Nominating Committee, and was re-appointed in October 2013 for a second three-year term. He is also the chair of the board’s Major Capital Projects Committee and sits on its Governance Committee.

Mr. Kwan is president and chief executive officer of Agincourt Capital Corporation, a privately held investment company, and senior counsel to Stikeman Elliott LLP. Previously, he was a senior executive with the Hutchison Whampoa Group, responsible for mergers and acquisitions in the telecommunications industry and a managing partner of the Hong Kong office of Stikeman Elliott LLP.

Mr. Kwan is also the proprietor of Domaine de Chaberton Estate Winery and active in the local wine industry. He holds a law degree from the University of British Columbia and is a member of the Law Society of British Columbia, and a Life Member of the Laurier Institution.

The port authority’s governing board consists of 11 members, appointed as follows: one by the federal government, one by the municipal government, one by the province of British Colombia, one by the prairie provinces of Alberta, Saskatchewan and Manitoba, and seven by the federal government on the recommendation of a nominating committee of port users. Members serve terms of three years and may be reappointed twice for a maximum of nine years. Craig Nesser is chairman of the board.

North Carolina: Ports Authority Board Seats Three New Members, Names Paul Cozza Executive Director

The North Carolina State Ports Authority board on March 27 welcomed Tom Adams, Bill Keadey and Bill McMahon to its ranks and named Paul J. Cozza the agency’s new executive director.

Tom Adams, president and CEO of Adams Building and Consulting Company, LLC, has extensive experience in construction management, development and general construction. He currently serves on the Brunswick County Economic Development Commission, the South Brunswick Islands Small Business Alliance, the South Brunswick Islands Rotary Club and the Cape Fear Council Boy Scouts of America Executive Board. He was appointed to the board by Thom Tillis, speaker of the North Carolina House of Representatives.

Bill Keadey is a certified public accountant and former partner in the financial consulting firm Deloitte LLP. He currently serves on the Emerald Isle Planning Board and has served on various committees and boards, such as the Chamber of Commerce, Food Bank, United Way, the Triangle Foundation and the Dayton Engineers Club. He was appointed to the board by the governor.

Bill McMahon, founder, president and CEO of CoaLogix (owner of SCR-Tech), has been president of SCR-Tech since 2005. He joined SCR-Tech with 28 years of business operations, sales, marketing and engineering experience in the energy and utility industries. Earlier, he participated in the start-up and financing of two coal-based companies, Great Point Energy and Coaltek. He, too, is a gubernatorial appointee.

The board consists of 11 members, six appointed by the governor, four by the general assembly and one by the North Carolina secretary of transportation. Danny McComas is the chairman.

Paul J. Cozza comes to the state ports authority from Maersk Line, LTD, where he served variously as chief financial officer, senior vice-president for finance and administration, and vice president for network planning. Earlier, he held executive-level positions at CSX Corporation/Sea-Land Service Inc., including vice president for terminal operations; general manager, Europe; and tradelane director, Asia container services.

A U.S. Army veteran and graduate of West Point, Mr. Cozza also holds an MBA from Fairleigh Dickinson University.

"This is a critical time in our industry, as we face the challenge of how to continue to grow our ports," said Board Chairman McComas. "Paul’s extensive experience in international shipping will be a valuable asset to the authority."

Tampa Port Commissioner Pat Allman Reappointed to Four-Year Board Term

Florida Gov. Rick Scott has reappointed Patrick H. Allman III to the Tampa Port Commission for a term ending February 6, 2018. Mr. Allman has been a port commissioner since August 2011. His re-appointment is subject to approval by the Florida Senate.

Mr. Allman has worked in a variety of engineering, sales, marketing and management roles for the past 28 years. That includes eight years of active duty as U.S. Naval officer, nine years with Tampa Electric Company and the past 12 years as general manager of Odyssey Manufacturing Company, an industrial supplier of sodium hypochlorite that imports salt through the Port of Tampa. Mr. Allman serves on the board of directors of the Tampa Propeller Club and is an active member of various water and wastewater treatment organizations.

The port commission consists of seven members – five appointed by the governor, one by Hillsborough County commissioners and one by the Tampa city manager. Port commissioners serve without compensation for terms of four years.

Virginia Hires New Chief HR Officer

Jim Bibbs has joined the Virginia Port Authority (VPA) as chief human resources officer.

Previously, he was the director of human resources for clinical operations in North America for Quintiles, a Durham, NC-based provider of biopharmaceutical development and commercial outsourcing services. There, he was responsible for strategic guidance and change management, as well as ensuring organizational objective alignment among other duties.

Mr. Bibbs also worked for Citigroup, where he was the vice president of human resources providing coaching and feedback pertaining to talent development, organizational effectiveness and performance management. He also served as a human resources consultant and employee relations specialist at Maersk Sea-Land.

He holds a bachelor's degree in journalism/communication from Lock Haven University and is working on a master's degree in organizational leadership at Gonzaga University.

"I met Jim in the early ‘90s when our career paths crossed at Maersk and then we parted ways sometime later as our professions took us in different directions," said John F. Reinhart, the VPA's chief executive officer and executive director. "His experience will help us through the important phase of melding the Virginia Port Authority and Virginia International Terminals (LLC) into The Port of Virginia. With him onboard, we've strengthened our senior leadership team and we'll continue our push forward.
